Item Description:
Assisting 80 million people in around 80 countries each year, the World Food Programme (WFP) is the leading humanitarian organization fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.
WFP currently contracts private network connectivity for about 350 locations via satellite in approximately 80 countries in which it operates. In addition, this network accommodates approximately 50 shorter term sub-offices in some Countries as a second part of the network coverage during emergencies. Further to this need for corporate connectivity there is also a requirement to provide internet access for many offices that do not have access to a local ISP.
WFP is soliciting expressions of interest from qualified suppliers involved in the provision of satellite-based delivery of internet connectivity. The service will include the following:
1. The supply and installation of outstation equipment to deliver internet connectivity with a guaranteed PIR and CIR. The service could be:
- An all-inclusive service where equipment, maintenance and connectivity are provided for the duration of the contract period. The equipment remains the property of the provider and is removed at the end of the contract period.
- An end to end service where WFP owns the equipment, but the connectivity, installation and support are provided by the contractor;
2. The internet bandwidth will need to be provided in pools (100Mbps or more) which can be dynamically allocated in both the forward and return directions amongst a group of outstations based on user demand and bandwidth guarantees per station;
3. The service will be subject to SLAs for on-site support, quality of connectivity and service availability;
4. There will be a requirement for training for WFP technicians to carry out installations in places where contractor access is not possible;
5. The contractor will need to be able to deliver the service in a timely manner in Countries where WFP has his offices (https://www1.wfp.org/countries). It should be noted that some of these are under various levels of national or international trade embargo and companies intending to bid should ensure that they are able to provide timely service in these countries.
Companies interested in participating to the future tender should note that, whilst a basic registration on UNGM is sufficient for this Expression of Interest, the final signature agreement will be subject to the level 2 registration on UNGM (https://www.ungm.org/Public/Pages/RegistrationProcess).
Response
In order to participate in the pre-selection exercise, companies are required to provide the following:
- Confirmation of interest in being considered for the delivery of the above items;
- Company description and brief summary of experience in the required business (max 2 pages);
- No financial proposal is required at this stage.
Upon receipt of a positive response, WFP may proceed with the next steps to engage a vendor.
