Provision of Scanning Services, Indexing and Uploading into Electronic Document Management System (EDMS)

This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) No. AfDB88-02/16 of 3rd February, 2016 and on the African Development Bank’s Internet Website (www.afdb.org) on 3rd February, 2016.

The Government of United Republic of Tanzania has received Financing from the African Development Bank (AfDB) in various currencies towards the cost of Transport Sector Support Program (TSSP). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Provision of Scanning Services, Indexing and Uploading into Electronic Document Management System (EDMS).

Tanzania National Roads Agency (TANROADS) now invites sealed bids from eligible bidders for provision of Scanning Services, Indexing and Uploading into Electronic Document Management System (EDMS).

Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of the Secretary, TANROADS Headquarters Tender Board, 4th Floor, Airtel House, Ali Hassan Mwinyi/Kawawa Road Junction, Dar es Salaam, Tanzania from 8:00 hours to 16:30 hours local time, Monday to Friday inclusive, except on public holidays.

A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of TZS 200,000.00 (Tanzania Shillings Two Hundred Thousand Only) or in a freely convertible currency which has to be paid with reference to Government e-Payment Gateway System (GePG) – Control Number to be issued by the Accounts Section at TANROADS Headquarters:

Bidders can collect the bidding documents between 08:00 hours to 16:30 hours local time from Monday to Friday inclusive, except on public holidays at the Purchaser’s Head Office in Dar es Salaam, Tanzania. Documents will not be dispatched by courier services.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures and the provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank (AfDB) Standard Bidding Document for Procurement of Goods, issued on September 2010 and revised on February 2018.

Bids must be delivered to the address below on or before 10.00 hours local time on 18th June 2019 and must be accompanied by a Bid Security in original and in acceptable form in the amount of TZS 100,000,000.00 (Tanzania Shillings One Hundred Million Only) or its equivalent in a freely convertible currency. The Bid Security shall be clearly addressed to: The Chief Executive, TANROADS, P. O. Box 11384, Dar es Salaam. The bid must be submitted or be sent by a registered post clearly addressed to:

The Bids must reach this address before the deadline for submission of bids.

Bids shall remain valid for a period of One Hundred and Twenty (120) days after the deadline for bid submission prescribed on paragraph 7 above.
