Item Description:
The European Union Agency for Asylum (referred to below as “EUAA” or “the contracting authority”) is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in the attached ZIP File.
The European Union Agency for Asylum (contracting authority) wishes to procure serviced working stations for EUAA in various EU Member States and third countries.
Current situation in the Sector
In the framework of its core business activities, EUAA may need to deploy personnel to various locations within the EU Member States and occasionally to third countries.
For this purpose, the Agency is seeking to procure services for provision of serviced working stations for its deployed personnel in the various locations.
The serviced facilities shall serve administrative, coordination and operational purposes for EUAA personnel.
The serviced facilities envisaged require availability of temporary working space for deployed staff and therefore EUAA wishes to conclude a framework contract in line with the below technical specifications.
Overall objective
The EUAA must be prepared to deploy personnel at any time and under any circumstances to any EU Member State and, occasionally, to third countries as needs arise. This deployment may be required relatively urgently, therefore one of the main functionalities that the EUAA is seeking with this service is the highest degree of flexibility possible. This could mean, e.g., having to make one or more workspaces available in less than a week, and for a variable duration, minimum of 1 hour and no upper limit.
2.2 Purpose
The EUAA must acquire the capacity to react to unforeseen working space needs in a smooth manner ensuring safe and adequate working conditions for its force. In particular, by establishing workplaces in the necessary locations that allow personnel to perform their work in good working conditions and in a timely manner.
2.3 Deliverables
The EUAA is looking to procure services of fully serviced working stations.
The service shall be rendered by an intermediary (brokerage service) via a on-line platform
The annual platform fee, including onboarding and maintenance, and the contractor (broker) commission per request of workstation/cluster of workstations shall be indicated in the Financial offer SSF7.
The brokerage commission per workstation/cluster of workstations per country shall be a percentage to be applied on the reimbursable expenses, such as:
- The rent of the workstation or a cluster of workstations or any other kind of workspace as indicated below in Deliverable 1.
- Internet/electricity/gas/water costs.
- HVAC costs.
- Cleaning costs.
- Any other office fixing costs
- Security costs.
- Building/assets’ insurance costs.
- Building and services related local taxes and fees.
- Contract activation, access cards and keys.
- Any other possible utility or rent related costs.
The contractor may request a deposit to be paid before the start of the renting period. The amount shall not exceed three months’ rent (or the duration of the specific request if shorter than three months) and shall not be paid before the date of the entry into force of the specific contract/order form (or signature of the contract/order form by both parties, whichever is later).
No other costs shall be covered by EUAA.
