Purchase of Fuel for Offices and Vehicles of the Delegation of the European Union to Central African Republic (CAR)

Item Description:

The European Union, represented by the EU Delegation to Central African Republic (referred to below as the contracting authority) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. All documents are available in the attached ZIP File.

Objective of this tender

The Delegation of the European Union to Central African Republic (CAR), hereinafter the Delegation, intends to purchase:

• Fuel for the Delegation’s vehicles fleet;
• Diesel for electric generators of the EU Delegation.

a. SUPPLY A: FUEL FOR VEHICLES FLEET OF THE DELEGATION

Currently, the Delegation has a fleet of 15 vehicles/motorcycles. The fleet is a mix of petrol and diesel engine units as specified hereafter:

• 12 diesel engine cars, one petrol engine car, two petrol engine motorcycles.

The fuel (hereafter referred as “fuel”) must comply with the following specifications:

a) Unleaded Petrol with up to 10% Ethanol, for use in spark ignition Automotive and Stationary plant internal combustion engines conforming to IS EN 228: 2008 (hereafter referred as “Petrol”).

b) Automotive Ultra Low Sulphur Diesel Fuel with up to 7% FAME, for use in Road Vehicles Class A1, conforming to IS EN 590: 2009 (hereafter referred as “Diesel”).

b. SUPPLY B: DIESEL FOR ELECTRIC GENERATORS OF THE DELEGATION’S PREMISES (HEREAFTER REFERRED AS “DIESEL GENERATORS”)

The contractor shall supply diesel upon request of the Delegation. Currently, there is one tank, with following characteristics:

• Tank 1: 5.000 litres diesel;
• The tank is located at the rear entrance of the Delegation. The area is easily accessible to fuel trucks which they can park at a distance of 10 meters away from the tank;
• Estimated frequency of the supplies to be delivered is every two weeks;
• The system of ordering diesel will be upon the needs of Delegation with a prior information of three working days (see below);
• The delivery will be done during the opening time of the Delegation: daily from 09:00-15:00 except weekends and public holidays;
• The Diesel Generators quantity ordered by the Delegation is specified in litres.

When the need arises, the Delegation will request in writing the delivery of fuel for the generators by using the functional mail box : 4 delegation-central-african-rep-hoa@eeas.europa.eu . The contractor shall acknowledge receipt of the request and deliver the supplies within the next three working days.

The contractor shall clean all areas fouled during the delivery. If not, the site shall be cleaned by others and the cost of such cleaning will be deducted from monies owed to the contractor.

If after the Delegation has ordered diesel for generators on time, the contractor fails to fulfil its contractual obligations in full or in part, the Delegation shall be authorised, without the need for further warning, to reject further fulfilment and to replace it with quantities from other diesel providers.
