    The European Investment Bank Group (EIB Group) consists of the European Investment Bank (EIB or the Bank) and the European Investment Fund (EIF).

    The EIB is the financing institution of the European Union (EU). Created by the Treaty of Rome, its shareholders are the Member States of the EU, and its Board of Governors is composed of the Finance Ministers of these States. The EIB enjoys its own legal personality and financial autonomy within the Community system.

    The mission of the EIB is to contribute, by financing sound investment, to the policy objectives of the EU, as laid down in its statutes and in decisions of the European Council.

    The EIB contributes towards the integration, balanced development and economic and social cohesion of the Members of the EU. To this end, it raises on the markets substantial volumes of funds that aim at financing capital projects according to the objectives of the EU with the most favourable financial terms. Outside the EU the EIB implements the financial components of agreements concluded under European development aid and cooperation policies.

    The EIF is the Group’s specialist provider of risk finance to benefit small and medium- sized enterprises across Europe. Its shareholders are the EIB, the European Commission and a wide range of public and private financial institutions.

    The EIF’s central mission is to support Europe’s small and medium-sized businesses (SMEs) by helping them to access finance. The EIF designs and develops venture capital and guarantees instruments which specifically target this market segment. In this role, the EIF fosters EU objectives in support of innovation, research and development, entrepreneurship, growth, and employment. With investments in over 400 funds, the EIF is a leading player in European venture capital due to the scale and the scope of its investments, especially in high-tech and early-stage segments.

    Brief description of the required services

    The EIB Group attracts qualified and multilingual staff from all the 27 Member States of the EU. EIB current staff headcount is over 4,000 employees and over 620 at the EIF, all nationals of EU Member States, and candidate and acceding countries. Most EIB staff members are located in Luxembourg but some of them are based in external offices within and outside the EU.

    Currently, the EIB Group uses a number of staffing agencies to provide, upon request, suitable profiles for either (i) the replacement of absent Administrative/Support Staff or (ii) to cover temporary peaks in workload in Luxembourg and in the External Offices.

    The management of the delivery of temporary employees by these staffing agencies is outsourced to a Managed Service programme (MSP) provider.

    The EIB Group aims at selecting a single managed service provider (MSP) for the administration of temporary staff and up to five staffing agencies to provide interim administrative/support and professional/executive staff.

    Lots

    This tender is divided into 2 lots, representing specific domains, as described below. The EIB Group, represented by the EIB, aims to sign a Framework Agreement with one (1) MSP Provider for Lot I and a multiple Framework Agreement with five (5) Service Providers for the Lot II, provided a sufficient number of admissible tenders has been received under the relevant Lot.

    • Lot I: Outsource the administration of temporary staff-related tasks for the EIB Group in Luxembourg and the EIB Group External Offices (EO) to a service provider.
    • Lot II: Provision of Administrative/Support and Professional/Executive temporary staff in Luxembourg through staffing agencies.

    Tenderers may submit an offer for one or both lots but must indicate clearly in their tender for which lot(s) they are applying. Their tender will be assessed separately for each lot. There are no limits on the number of lots that can be awarded to the same tenderer.
