    Item Description:

    The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

    ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

    The Islamic Republic of Afghanistan has received financing from the Asian Development Bank (ADB) towards the cost of the Panj-Amu River Basin Sector Project and part of the financing would be used for contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

    The National Procurement Authority (NPA) on behalf of Ministry of Energy and Water (MEW) (“the Employer”) invites sealed bids from eligible Bidders for the Rehabilitation and Construction of Subprojects (Sar-e-Shar, Nar-e-Chaman, Abdullah, Naqi & Farhad) in Kunduz, Takhar and Badakhshan (“the Works”).

    National competitive bidding (NCB) will be conducted in accordance with the ADB’s Single Stage: One Envelope bidding procedure and is open to all eligible Bidders as described in the Bidding Document.

    Only eligible Bidders with the following key qualifications should participate in this bidding:

    Financial

    • The Bidder shall have a Minimum average annual construction turnover of USD 4,160,000.00 calculated as total certified payments received for contracts in progress or completed, within the last three (3) years
    • The Bidder must demonstrate that its financial resources defined in FIN-3, less its financial obligations for its current contract commitments defined in FIN-4, meet or exceed the total requirement for the Subject Contract of USD 694,324.

    Experience

    • The Bidder shall have Participation in at least one contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds USD 3,333,000.00.
    • The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6 (Employer’s Requirements).
