Rehabilitation of the Cahora Bassa Hydropower Plant in Mozambique – Lenders’ Insurance Advisor (LIA)

The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment: Rehabilitation of the Cahora Bassa Hydropower Plant in Mozambique – Lenders’ Insurance Advisor (LIA).

The assignment consists in conducting Insurance Due Diligence for the Rehabilitation CAPEX Program of the Cahora Bassa Hydropower Project (2,075 MW) in Mozambique. More specifically, the LIA will advise Lenders on whether an adequate and sustainable insurance and reinsurance program is in place with respect to the nature and size of the Project including: (i) the power plant and facilities risk coverage, (ii) current international and Mozambican insurance market conditions and regulations, and (iii) analysis, identification, and evaluation of all risks of potential loss or damage which may or may not be insurable. Relevant documents will be in Portuguese and English and the LIA must have perfect command of both languages.

The Energy Financial Solutions division invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services.

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity Procurement Policy for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org. The above-mentioned services are expected to start in January 2021.
