Rehabilitation of water network: Supply of pipes

Item Description:

European Bank for Reconstruction and Development: This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (http://www.ebrd.com ) on 8 September 2016 and updated on 25 September 2017.

LLP “Kyzylzhar Su” hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Petropavlovsk Water Project.

The Purchaser now invites sealed tenders from Suppliers for the following contracts to be funded from part of the proceeds of the loan:

• Lot 1: Supply of pipes
• Lot 2: Supply of pipeline fittings

The scope of delivery for Lot 1 covers about 25,000m of PE100 polyethylene pipes of various diameters. Lot 2 include supply of fittings including valves, sleeves, bands, etc. necessary for installation of the procured pipes. The above-mentioned goods shall be delivered to the Purchaser’s warehouse in Petropavlovsk, the Republic of Kazakhstan.

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

(a) The tenderer shall have the average annual turnover over the last three (3) years equivalent, to at least:

• 820,000 Euro for Lot 1
• 100,000 Euro for Lot 2

(b) The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than equivalent of:

• 545,000 Euro for Lot 1
• 38,000 Euro for Lot 2

(c) The Tenderer shall have the experience as Supplier, in at least two (2) contracts within the last three (3) years, each with a value not less than equivalent of:

• 320,000 Euro for Lot 1
• 25,000 Euro for Lot 2

If the Tenderer submits the bid for both lots, the above financial criteria shall apply in cumulative total.

Tender documents may be obtained upon request directed to the Purchaser at the address given below upon payment of a non-refundable fee of 72,760 Kazakhstan tenge or its equivalent in a convertible currency.

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier, however, no liability can be accepted for loss or late delivery. If requested the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

All tenders must be accompanied by a tender security in the amount of:

KZT 4,360,000 for Lot 1

KZT 770,000 for Lot 2

or its equivalent in a convertible currency.

Tenders must be delivered to the office at the address below on or before 09 November 2018 at 15:00 local time, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
