    Item Description:

    The specific objective of the SitAn is to assess the situation of children and women in the Philippines through a life stages lens and a comprehensive analysis of existing data sources. More specifically the SitAn is intended to:

    · Improve the understanding of decision-makers, partners and all other stakeholders of the current status of children’s rights in country and the causes of shortfalls and inequities;

    · Support national planning and development processes including influencing policies, strategies, budgets and national laws to contribute toward an enabling environment for children that adheres to child rights principles;

    · Contribute to national research on disadvantaged girls and boys;

    · Inform UNICEF and the Government’s discussions on positioning and priorities for the new UNICEF Country Programme, on the basis of evidence.

    The SitAn takes place in the 6th year if the UNICEF 7th Country programme (2012-2018) and will take place in parallel to a review of the UNICEF Country Programme.

    The SitAn will support the development of the UNICEF Philippines 8th Country programme (2019-2023). Initial SitAn findings will guide the strategic prioritization and development of theories of change exercises planned for mid-2017. The development of the SitAn will be coordinated with key government partners as part of the SitAn management steering committee, and in consultation with other government stakeholder and development partners. The SitAn builds on a workshop led by the UNICEF Regional Office in Q4 2016.
