    The Global Green Growth Institute (GGGI) is a treaty-based international organization headquartered in Seoul, Republic of Korea. The organization aims to promote green growth, a growth paradigm characterized by a balance of economic growth and environmental sustainability. GGGI provides research and stakeholder engagement for green growth plans, especially in developing countries, aiming to replace the more typical paradigm based on industrial development.

    Founded to support green economic growth that simultaneously addresses poverty reduction, job creation, social inclusion, and environmental sustainability, GGGI works across four priority areas considered to be essential to transforming national economies, including energy, water, land-use, and green cities.

    GGGI’s Mission and Approach

    The Global Green Growth Institute was founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion and environmental sustainability.
    GGGI envisions a resilient world achieved through strong, inclusive and sustainable green growth, and is dedicated to supporting the transition of GGGI Member countries towards a green growth model. In pursuit of these goals, GGGI works with developing and emerging countries to design and deliver programs and services that demonstrate new pathways to pro-poor economic growth.
    GGGI supports stakeholders through two complementary and integrated work streams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products and services designed to assist in developing, financing and mainstreaming green growth in national economic development plans.
    GGGI’s interventions emphasize change in four priority areas considered to be essential to transforming countries’ economies including energy, water, land-use and green cities.
    Headquartered in Seoul, Republic of Korea, GGGI also has representation in a number of partner countries.

    Project Background and Objectives

    As part of its mandate to help countries establish or strengthen national finance institutions that support the implementation of NDCs, GGGI has developed the concept of National Financing Vehicle (NFV), which channels bi/multilateral aid, private sector investments, capital markets and national budgets into a government-led mechanism to implement national development policies. NFV services are provided upon request from member countries through a 5-stage process.

    Jordan became a GGGI member country in 2014 and the Jordanian Ministry of Environment (MoEnv) is partnering with GGGI to develop a National Green Growth Plan (NGGP) consisting of a comprehensive set of policies and actions for Jordan within the energy, water, waste, transport, tourism and agriculture sectors. Jordan invited GGGI to consider the development of a NFV in support of national green growth objectives.

    In this context, a detailed conceptual business plan for a NFV targeting green growth in Jordan is being conducted with a focus on reviewing the institutional arrangements of the existing Jordan Environmental Fund (JEF) and making recommendations on the Fund’s design (‘Stage 3’ work). This business plan will be shared with the selected tenderer.

    This present Terms of Reference is to select an external consulting firm to help us complement our Stage 3 work by making further sector assessment and identifying bankable project opportunities towards which capital raised by the NFV could be directed.

    The Terms of References has three objectives as follows:
    • The assessment study seeks to conduct market/investment assessments for different green growth sectors in Jordan, in-line with the business plan and development of JEF.
    • The assessment study seeks to prioritize some sectors and sub-sectors and highlight the investment opportunities in such sectors and sub-sectors within green growth landscape for JEF.
    • This study also aims to identify a pipeline of projects for the identified green growth sectors.
