Rollout of the COVID-19 mSupply Module for COVID-19 Commodities in Priority Provinces in Papua New Guinea

The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.

The Western Pacific Regional Office (WPRO) is one of the six regions of the World Health Organization. Headquartered in Manila, Philippines, we work with health authorities and other partners in 37 countries and areas with more than one quarter of the world’s population.

Request for Proposals (RFP)

The mSupply software is a Logistics Management Information System (LMIS) that allows real time reporting of end user consumption data that can improve quantification and forecasting of drugs and other health commodities. Since its endorsement in 2013 by the National Department of Health as the country’s LMIS, the system has been rolled out to various national facilities, regional and provincial medical stores, health facilities, provincial disease control offices, TB Basic Management Units, ART clinics and vaccine stores.

During the COVID-19 pandemic, the COVID-19 mSupply Module was introduced to support the pandemic response through more effective monitoring, reporting and coordination of essential lifesaving commodities. If used properly, this LMIS will be able to fill in the gaps in product selection, quantification, procurement and distribution. This technical assistance will be able to improve supply management of COVID-19 items with adequate engagement of the Area Medical Stores and additional focus on the Provincial Health Authorities of priority provinces.

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The general objective of this technical assistance is to support Papua New Guinea, specifically the National Control Centre (NCC), in rolling out the COVID-19 mSupply Module for COVID-19 commodities in priority locations and provinces.

Specifically, this APW aims to:

• Conduct (re)assessment of the COVID-19 supply chain in these locations
• Install mSupply mobile at locations that already use mSupply Remote connection
• Conduct refresher training for mSupply desktop for the COVID-19 NCC Logistics Team
• Develop a dashboard to capture national and provincial COVID-19 commodities inventory and mSupply utilization
• Monitor weekly the COVID-19 m-Supply module utilization of the module, and the national and provincial inventory.

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

The supplier/APW partner, in coordination and close collaboration with the WHO OSL Team Lead WHO Technical Officer for Pharmaceuticals, and NDOH Medical Supplies Procurement and Distribution Branch, will undertake a programme of work to support the rolling out of the COVID-19 mSupply Module for COVID-19 commodities in fourteen (14) priority locations/provinces, identified for their potential to improve supply management and reporting. These include: (1) NCC warehouse; (2) Central Province; (3) Hela Province; (4) Western Province – Daru; (5) Western Province – Kiunga; (6) Autonomous Region of Bougainville; (7) Enga Province; (8) Eastern Highlands Province; (9) Milne Bay Province; (10) Western Highlands Province; (11) New Ireland Province; (12) East New Britain Province; (13) Madang Province; and, (14) West Sepik Province.

Output 1: Rollout of the COVID-19 mSupply Module in the identified locations/provinces

• Deliverable 1.1: (Re)Assessment of the COVID-19 supply chain
• Deliverable 1.2: Installation of mSupply mobile
• Deliverable 1.3: Refresher training for mSupply
• Deliverable 1.4: Report (for each location) that outlines the COVID-19 supply chain assessment, mSupply installation status and training details

Output 2: mSupply Monitoring and system support

• Deliverable 2.1: Dashboard to capture national and provincial COVID-19 commodities inventory and mSupply utilization
• Deliverable 2.2: Weekly store performance and inventory monitoring reports

METHODS TO CARRY OUT THE ACTIVITY

Activities for each of the locations will include the following:

1. Conduct of (re)assessment of the COVID-19 supply chain
2. Installation of mSupply mobile at locations that already use mSupply Remote connection and provision of support for its use
3. Conduct of refresher training for mSupply
4. Development of a dashboard to capture national and provincial COVID-19 commodities inventory and mSupply utilization
5. Monitoring of performance of NCC stores in mSupply
6. Generation of weekly store performance and inventory monitoring report submitted to the NCC and the NDOH Senior Executive Management
7. Provision of system support

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential: Education and training in information technology, logistics management, pharmaceutical supply chain, public health or related fields

EXPERIENCE

Essential: Relevant professional experience in the use of mSupply LMIS

Desirable: Previous experience working with health authorities and public health decision makers in PNG

TECHNICAL SKILLS & KNOWLEDGE

Essential: Demonstrated expertise in the installation and use of mSupply

Desirable: Successful engagements and projects with the NDoH or in PNG previously; knowledge of the health system and the pharmaceutical subsystem of Papua New Guinea
