Selection of Banks for the Execution of Payments into the Local Clearing System of the Country of the Beneficiaries’ Bank (ACH)

The European Commission, Directorate General for Budget and the European External Action Service referred to below as the contracting authority, is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. Purpose of this call for tenders

The purpose of this call for tenders is to select the most appropriate group of banks for the execution of payments that satisfy the following objectives:

• Make payments in the selected countries in the local currency,
• Execute payments using the local clearing system of the country where the beneficiary is holding its bank account,
• Minimize the costs for international banking services,
• Increase control and transparency on intra-daily basis over payment flows, account balances, bank charges, financial processes and liquidity,
• Achieve a high standard, competent, technical and functional customer support service during the European Commission’s Brussels working hours (CET),
• Reduce operational risk and avoid risk of fraud through the automation of payment reconciliation and the standardization of payment and reporting methods.
