Item Description:

Request for Expression of Interest (REOI)
The Government of Nepal has received financing from the AIIB toward the cost of the Distribution System Upgrade and Expansion Project and intends to apply part of the proceeds for consulting services.
DSUEP aims to completely electrify Dang, Banke, Bardia, Rolpa, Surkhet, Jajarkot, Salyan, Rukum West, Kalikot, Jumla, Mugu, and Humla districts of Lumbini Province and Karnali Province. Under this project, DSUEP will construct 33 kV lines (more than 300 km), 33/11 kV Substations (18 numbers), 11 kV lines (more than 3000 circuit km), LT lines, and install distribution transformers.
The primary scope of the consulting services (“the Services”) shall be to administer construction supervision, administer code of conduct of contractors, review designs and drawing submittals of the Contractors, administer the implementation of environmental and social requirements, and build capacity of the staffs. The estimated man-months required for the Services is 386 man- months (including national experts and international experts). The detailed Terms of Reference (ToR) is available on NEA’s official website http://www.nea.org.np.
The Nepal Electricity Authority (NEA), the Implementing Agency (IA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
- Experience of major similar assignments completed/in progress in past 7 years for Transmission/Distribution Line projects with preference to assignments in developing or underdeveloped countries.
- Financial status with turnover of past 5 years.
- Technical and Managerial capacity of the firm (Individual CVs will not be evaluated at this stage).
- Credential of the firm.
Expression of Interest (EoI) must include the following:
- Introductory letter on letter head (with complete contact details – name of contact person, mailing address, telephone, fax, e-mail etc.) explaining how the firms is best to deliver the task;
- Organization profile;
- Annual reports for the last 3 years;
- Short note on the similar projects implemented by the Consultant Firm pertaining to the shortlisting criteria; and
- Details of relevant similar projects undertaken in the past 7 years.
The EoI should contain sufficient supporting documents to substantiate the claim of the Consultant towards their qualification as per the short-listing criteria.
The attention of interested Consultants is drawn to Section II, paragraph 4.4 and paragraph 4.9 of the AIIB’s Procurement Instruction for Recipient (PIR) dated June 2016 available on AIIB’s website at https://www.aiib.org/ on Policy of conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS method set out in the PIR.
