The World Health Organization (WHO) is seeking offers for site preparation/construction for a PSA plant (Oxygen Plant) in the Butuwin PHA in Kokopo, East New Britain province
BACKGROUND
PNG currently has forty-four thousand four hundred and forty eight (44,448) COVID-19 cases and six hundred and fifty one (651) deaths, as of June 2022, affecting twenty-two provinces. In spite of a rapid surge of cases in the country, the goal is to limit the spread, prevent the escalation of the outbreak. Since the first coronavirus disease (COVID-19) was reported in Papua New Guinea on 20 March 2020, the Government of Papua New Guinea and development partners have been working continuously preparing the country in managing a large-scale pandemic. The focus of the Government for management of COVID-19 has been the health and wellbeing of citizens and ensuring to emerge as a strong and resilient country.
The WHO Papua New Guinea Country Office (CO) has been supporting the Government of PNG to mount an effective response to the prevention and control of COVID-19 with one area of support being in the area of medical oxygen supply. A global strategy has been validated in April 2021 to allow health facilities to increase their oxygen therapy capacity to respond the pandemic. One of the goals is to diversify the oxygen sources to complement the actual medical oxygen provided by BOC Papua New Guinea Ltd., the main supplier of oxygen in PNG. This option should also improve the capacity for surge at regional level.
In line with this strategy, the WHO Regional Office has helped to source and procure an oxygen plant for PNG last year. This plant is coming with 3 years of consumables and a training of the users supported by a biomedical engineer, planned for the last week of December 2022. The ETA for PSA Plant is on the 4th of November 2022 in PNG It will take two (2) weeks for the clearance. The site preparation has to be done to house the PSA plant at an agreed upon location in Butuwin PHA Hospital, beside the RMS (Regional Medical Store)

CHARACTERISTICS OF PROVIDER
The successful bidder is expected to demonstrate experience and list relevant projects as follows:
Mandatory experience:
At least 3 years experience in construction industry and have operations license in Papua New Guinea
