Supply and Delivery of Tractors with matching implements and fodder equipment, Certified Seed Pre-Cleaning Machines, and Prototype Pearl Millet/Cowpea/Maize Thresher Plants

The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

The Ministry of Agriculture, Water and Land Reform has received financing from the African Development Bank hereinafter called the Bank toward the cost of the NAMIBIA AGRICULTURAL MECHANIZATION AND SEED IMPROVEMENT PROJECT (NAMSIP), and intends to apply part of the proceeds toward payments under the contracts for Supply and Delivery of Tractors with matching implements and fodder equipment, Certified Seed Pre-Cleaning Machines, and Prototype Pearl Millet/Cowpea/Maize Thresher Plant. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.”

The Ministry of Agriculture, Water and Land Reform now invites sealed Bids from eligible Bidders for Supply and Delivery of Three Hundred and Fifty (350) Tractors with matching implements and fodder equipment, Eight (8) Certified Seed Pre-Cleaning Machines, and Fourteen (14) Prototype Pearl Millet/Cowpea/Maize Thresher Plant to be delivered at the following locations:

Lot 1: Fifty-Two (52) 40 – 50 KW Tractors with matching implements and Fodder Equipment, Eight (8) Certified Seed Pre-Cleaning Machines, and Fourteen (14) Prototype Pearl Millet/Cowpea/Maize Thresher Plants;

Lot 2: Twenty Three (23) 75 – 80 KW and Ten (10) 80-90KW Tractors with matching implements;

Lot 3: One Hundred and Sixty -Seven (167) Tractors (60-70 KW) with matching implements and fodder equipment; and

Lot 4: Ninety-Eight (98) Tractors (60-70kw) with matching implements and fodder equipment.

The required completion date is no later than three (3) months.

Bidders may Bid for one or more Lots or Packages, as applicable and, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one Lots or Packages as applicable will be allowed to do so, provided those discounts are included in the Letter of Bid.

Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Bank’s Procurement Framework “Procurement Policy for Bank Group Funded Operations” dated October 2015”, and is open to all eligible bidders as defined in the Procurement Framework.

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of NAD 300.00. The method of payment will be Cash or EFT. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 11h00, 30 August 2021.

All Bids must be accompanied by a “Bid-Securing Declaration”.

Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
