This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (http://www.ebrd.com) on 8 June 2018.
Municipal Enterprise of Kara Suu city “Kara-Suu – Taza Suu” hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD or the Bank) and grant from European Union in the Investment Facility for Central Asia Account, administered by the Bank towards the cost of Kara-Suu Water Project.

Municipal Enterprise of Kara Suu city “Kara-Suu – Taza Suu” hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD or the Bank) and grant from European Union in the Investment Facility for Central Asia Account, administered by the Bank towards the cost of Kara-Suu Water Project.
The Purchaser now invites sealed tenders from Suppliers for the following Contract to be funded from part of the proceeds of the loan and the grant:
Supply and installation of equipment and goods including:
Lot 1: Operational support goods and equipment
Lot 2: Supply and installation of equipment for management information system
Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.
Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a Contract, Tenderers must satisfy the following minimum criteria:
- History of non-performing contracts
The Tenderer, or any partner in a JVCA, shall not have a consistent history of litigation and/or arbitration resulting in awards against the Tenderer, or any partner in a JVCA, within the last 3 (three) years.
- Historical Financial Performance
The Tenderer and each partner in case of JVCA shall submit audited balance sheets for the last three (3) years which should demonstrate the soundness of the Tenderer’s financial position by showing long-term profitability.
- Average Annual Turnover:

For Lot 1: 75,000 EUR
For Lot 2: 120,000 EUR
calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years.
- Financial Resources:
The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means to meet:
the following cash-flow requirement:
For Lot 1: 75,000 EUR
For Lot 2: 120,000 EUR
and the overall cash flow requirements for this Contract and its current commitments.
- Experience
as Supplier in at least 3 (three) contracts for lot 1 and 3(three) contracts for lot 2 within the last 5(five) years, each with a value of at least
For Lot 1: 30,000 EUR
For Lot 2: 50,000 EUR
that have been successfully and substantially completed and that are similar to the proposed Goods. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Supply Requirements.
- Joint Ventures
Joint ventures (JVCA) must satisfy collectively all the above-mentioned qualification criteria, for which purpose the relevant figures for each of the partners shall be added to arrive at the joint venture’s total capacity:
- All partners combined must meet requirement “Experience”;
- The lead partner shall meet at least sixty-five (65%) percent of the minimum qualifying criteria for “Average Annual Turnover” and “Financial Resources”;
- Other partners shall meet at least twenty-five (25%) percent of the minimum qualifying criteria for “Average Annual Turnover” and “Financial Resources”;
Tender documents (including a data storage device for electronic version of the tender document to be filled in) may be obtained from the office at the address below upon payment of a non-refundable fee of 50 Euroor equivalent in another convertible currency or Kyrgyz Som at the exchange rate of the National Bank of the Kyrgyz Republic on the date of payment.

Upon receiving appropriate evidence of payment (with indication of company details, address and email on transfer voucher) of the non-refundable fee, the documents will be promptly dispatched electronically in PDF and Word format after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee, however no liability can be accepted for non-delivery or late delivery. In the event of any discrepancy between the PDF and Word versions of the documents, the PDF version shall prevail.
Tenders must be delivered to the office at the address below on or before 22nd of August 2019, 14:00 local time at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend.
