    The European Commission, Directorate-General for Joint Research Centre, referred to below as the contracting authority, is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes.     Introduction

    The EU Reference Laboratory for Alternatives to Animal Testing (EURL ECVAM) of Directorate F – Health, Consumers and Reference Materials, European Commission Joint Research Centre (JRC) is promoting the scientific and regulatory acceptance of non-animal tests which are of importance to biomedical sciences, through research, test development and validation.

    EURL ECVAM laboratory hosts two high throughput screening (HTS) platforms which are the most widely used instruments in the lab. Both HTS platforms are comprised of two liquid handling systems (Hamilton Star and Starlet), a robotic arm (Precise PF400), a plate washer, a plate reader and an automated incubator. The platforms are controlled with Hamilton Venus software. In order for the platforms to be fully operational, each of these components much be functional. We have been notified by the supplier of the automated incubators that they have reached their end-of-life and they cannot be repaired or maintenance anymore. Therefore, both automated incubators must be replaced.

    The contract is divided into two phases:

    Phase 1:

    • Supply, delivery, installation, testing, on–site training, provision of documentation of the equipment and signature of the Certificate of Conformity within 3 months from the signature of the contract;
    • 24 months warranty starting from the date of the acceptance of the certificate of conformity, including one preventive maintenance visit a year, consumables and spare parts.

    Phase 2:

    • the guarantee period may be followed by a maintenance service of an initial duration of 12 months, renewable four times for a period of 12 months (total 5 years maintenance).
