Supply of 220/110Kv transformers and bay equipment’s for Shango and Bwishyura substations

This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue of 21st August 2010.

The Government of Rwanda has received a grant from the African Development Fund (ADF) towards the cost of Interconnection of Electric Grids of Nile Equatorial Lakes, and it intends to apply part of the proceeds of this grant to payments under the Contract for Supply of 220/110Kv transformers and bay equipment’s for Shango and Bwishyura substations.

Energy Development Corporation Limited (EDCL) now invites sealed bids from eligible and qualified bidders for the tender to Supply of 220/110Kv transformers and bay equipment’s for Shango and Bwishyura substations.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the African Development Bank’s: Rules and Procedures for Procurement of Goods, May 2008 edition revised July 2012.

Interested eligible bidders may obtain further information from the NPIU Procurement specialist, e-mail: gumushashi@edcl.reg.rw and inspect the bidding documents at the address given below from 08 00 to 17 00 hours local time.

Qualification requirement include:

• The Bidder shall furnish Minimum average annual turnover of Five million US Dollars (US$ 5 000 000) calculated as total certified payments received for contracts in progress or completed, within the last five (5) years.
• The Bidder shall furnish and include in its bids documentary evidences to demonstrate that it meets the following experience requirement: Has executed similar tenders to this one in at least Two (2) contracts within the last five (5) years with certificate of good completion, each with a value of at least of One Million (1, 000,000 USD that have been successfully and substantially completed and that are similar to the materials. The similarity shall be based on the physical size, complexity and value.

A complete set of bidding documents in English may be purchased by interested bidders on to the address below upon payment of a nonrefundable fee of Fifty US Dollars (USD 50) or an equivalent amount in a freely convertible currency deposited to the account n°1000023155 named Interconnection Project of Nile EQU (RWF) opened at the National Bank of Rwanda (BNR).

Bids must be delivered to the address below at or before 10:00 AM local time (8:00 AM GMT) on 03/01/2020. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10:30 AM local time (8:00 AM GMT) on the same day, 03/01/2020. Bids must be accompanied by a Bid Security of Thirty Thousand (30 000) American Dollars or an equivalent amount in a freely convertible currency.
