Item Description:
This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities on the EBRD website: 22 February 2019.
Joint-Stock Company «Ust-Kamenogorskiye Teplovye Seti», hereinafter referred to as the Purchaser, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Kostanay District Heating Project.
The Purchaser now invites sealed tenders from the suppliers for the following contracts, Supply of Specialized Vehicles and Equipment to be funded from part of the proceeds of the loan:
- Lot 1: UKDHP-4-1 – Supply of Truck crane; Bulldozer; Excavator; Front-end loader; Backhoe loader.
- Lot 2: UKDHP-4-2 – Supply of Dump truck; Emergency service vehicle; Cargo-and-passenger dropside truck; Cargo-and-passenger van.
- Lot 3: UKDHP-4-3 – Supply of Railway wagon pulling module.
The Project is implemented on the territory of Ust-Kamenogorsk City of the Republic of Kazakhstan.
These contracts include supply of Specialized Vehicles and Equipment according to the Requirements.
Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.
The estimated completion time under contracts is 6 months.
Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
To be qualified for the award of a contract, tenderers must satisfy the following requirements:
(a) Experience as Supplier, in at least 3 (three) contracts within the last 5 years, that have been successfully and substantially completed and that are similar to the proposed Goods.
(b) Average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last 3 (three) years of not less than:
- KZT 500,000,000 equivalent for Lot 1;
- KZT 250,000,000 equivalent for Lot 2;
- KZT 230,000,000 equivalent for Lot 3.
(c) The Tenderer must demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than 80 per cent (80%) of the planned contract amount, taking into account the Tenderer’s commitments for other contracts.
(d) The Tenderer shall submit audited balance sheets, or if not required by the law of the Tenderer’s country, other financial statements acceptable to the Purchaser, for the last 3 (three) years to demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability.
(e) The Tenderer must demonstrate a non-performance of a contract did not occur within the last 5 (five) years prior to the deadline for application submission.

Tenders must be delivered to the office at the address below on or before or before 15:00 (local time) 11 March 2020, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
