United Nations Children’s Fund (UNICEF) is seeking proposals for the above mentioned services through a competitive bidding process. In this respect, UNICEF would like to invite your organization to submit technical and price proposals as outlined in this RFPS and the terms and conditions contained here-in.
Request for information
Any questions concerning this invitation, must be forwarded in writing by email to the person who prepared this document, with specific reference to this RFP number prior to 5 days of the due date of submission of the proposal. No request for information will be entertained after this. The question and its response will be circulated to all the bidders, after deleting the name of the bidder who requested for the information.
Objective of the study
The key objective of this consultancy is to provide technical support to the Cabinet Division to develop an operational design of a Universal Child Benefit Programme (UCBP) targeting 0-5 years children. In doing so, the consultancy should conduct a feasibility assessment to identify possible challenges as well as ways to overcome. The consultancy should identify different policy options for the government and guide UNICEF in deciding how to support the MoCWA and Finance Division and relevant sectoral ministry to develop a UCBP, and should indicate the role that other development partners.
Specific objectives
- Support a consultative process with stakeholders to develop a conceptual proposal for the UCBP, including a feasibility assessment to explore different options to develop a UCBP in Bangladesh. The assessment should also identify enabling factors, potential bottlenecks, challenges and possible ways to overcome them.
- Develop guidelines for the operational design of the UCBP, including guidelines of implementation and Standard Operating Procedures, with plan for costing, manpower, delivery/ operation and coordination mechanism.
