Retrofitting Works on Emergency Operations Center (EOC)

Item Description:

The Western Pacific Regional Office (WPRO) is one of the six regions of the World Health Organization. Headquartered in Manila, Philippines, we work with health authorities and other partners in 37 countries and areas with more than one quarter of the world’s population.

The WPRO Emergency Operations Center (EOC) is the operational hub for coordinated planning and response and continues to be a priority to the WHO Health Emergencies Programme (WHE) and the Region. It has served as a central command-and-control hub responsible for carrying out emergency management and response functions at strategic, technical and operational levels during public health emergencies.

The WPRO EOC was inaugurated in March 2013 and would benefit from physical overhaul and improvements. The Information and Communication Technology of the EOC is fully updated as equipment took place in late 2017, however the furniture and fittings including the wall fabric is in need of replacement and renewal. There is a need to refurbish the EOC while maintaining the centers’ functionality and core role to the WHO. For this particular undertaking, the Contractor/Vendor is expected to come-up with a recommendation/plans on the existing EOC for the retrofitting works.

The WPRO EOC currently has 4 unoccupied and rarely used workstations. This is a large proportion of the EOC space, and the WHE is considering options to better utilize this space. Two options are being proposed.

Option #1:

• Coffee table – low profile coffee table, low oval-shaped table
• Sofa and armchairs for coffee table – sofa (1 unit) and armchairs (2 units)

Purpose: A coffee table could invite director level and high-level visitors for strategic discussions and decision making. The space can also be utilized by staff for relaxation during high-stress times and long operating hours during emergencies.

Otion #2:

• Working pods – 2 pods, with a working table facing each other, 4 seater

Purpose: These pods could be used for small meetings and strategic discussions. Working pods provide a closed environment for face-to-face meetings, a place for private conversation and a space for peace and quiet for focus and concentration.

Scope of Works:

1. Task and Responsibilities of Contractor/Vendor:
2. Conduct structural investigation/assessment of the existing EOC.
3. Recommend action/plans (with corresponding costs) for the EOC retrofitting works and proposed methods of construction as necessary.
4. Preparation of Perspective Views of EOC.

• Wall fabric renewal/refurbishing
• Lower wall laminate renewal/refurbishing
• Operational wall
• Large wall World Map
• Carpet refurbishing (optional)
• Ceiling lighting (optional)
• Publication display
• Option #1- Coffee table area with sofa
• Option #2- Working pods (4-seater capacity)

4. Prepare the Design Parameters (based on recommended Codes/Standards) for the following:

• Architectural;
• Structural / Civil Works;
• Mechanical Works;
• Electrical; and
• Local Area Network (LAN)

The Design Parameters shall also take into consideration the following existing features of the WHE EOC.

• EOC must maintain its existing acoustic treatment;
• EOC must maintain its existing even lighting distribution to minimize hotspots and shadowing during teleconferences.

• Projects in the past similar to the requirement
• Expertise of the company
