    Item Description:

    The European Bank for Reconstruction and Development (EBRD) was founded in 1991 to create a new post-Cold War era in central and eastern Europe, furthering progress towards ‘market-oriented economies and the promotion of private and entrepreneurial initiative’. The EBRD is owned by 67 countries from five continents, as well as the European Union and the European Investment Bank.

    Invitation for tenders

    This Invitation for Tenders follows the General Procurement Notice for this project which was last updated in Procurement Opportunities, (http://www.ebrd.com) on 4th September 2018.

    Khorog Water Company, hereinafter referred to as “the Employer”, has received a loan from the European  Bank  for  Reconstruction  and  Development  (the Bank) and of a grant provided by SECO towards the cost of Khorog Water Rehabilitation Project II.

    The Employer now invites sealed tenders from suppliers for the following contracts to be funded from part of the proceeds of the loan and grant:

    • KhoWW-02: Reconstruction of two wastewater pumping stations (Completion of all Facilities is expected to be attained within 25 weeks from the Effective Date).

    Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

    To be qualified for the award of a contract, tenderers shall satisfy the following minimum criteria, which are further detailed in the tender documents:

    1. Tenderers shall meet the eligibility requirements: no conflicts of interests, not having been declared ineligible by the Bank, compliance with requirements of tender documents for government owned entity if a tenderer is owned by the government, not having been excluded as a result of the Employer’s country laws or by an act of compliance with UN Security Council resolution.
    2. Tenderer shall not have a consistent history of litigation and/or arbitration resulting in awards against the Tenderer, or any partner in a JVCA, within the last 5 (five) years. All pending litigation shall in total not represent more than 20% (twenty percent) of the Tenderer’s net worth and shall be treated as resolved against the Tenderer;
    3. Tenderer shall submit audited balance sheets or other financial statements acceptable to the Employer, for the last 3 (three) years, i.e.2015-2017, to demonstrate the current soundness of the Tenderer’s financial position, showing long-term profitability;
    4. Tenderer shall have minimum average annual turnover of US$ 1,000,000.00 or equivalent, calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years;
    5. Tenderer shall demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet production cash flow for the contract estimated as not less than US$ 240,000.00, taking into account the Tenderer’s commitments for other contracts;
    6. Tenderer shall have a successful experience as a contractor in the execution of at least 2 (two) similar contracts within the last 5 (five) years. The value of each referred contract shall be not less than US$ 240,000.00 equivalent;
    7. Other requirements with regard to qualified personnel, required equipment, specific JVCA requirements etc.

    Tender documents may be obtained from the address below upon payment of a non-refundable fee of 50 US Dollars or the equivalent sum in TJS (Tajik Somoni) at the rate issued by the National Bank of Tajikistan at the date of payment. Upon request with an appropriate evidence of payment of the non-refundable fee and indication of a contact email, the documents will be promptly despatched to specified by a Tenderer contact email electronically in PDF format, and no liability can be accepted for loss or late delivery.
