Invitation for Tenders for Laboratory Equipment

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (http://www.ebrd.com ) on 8 September 2016 and updated on 26 September 2018.

LLP “Kyzylzhar Su” hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Petropavlovsk Water Project.

The Purchaser now invites sealed tenders from Suppliers for the following contracts to be funded from part of the proceeds of the loan:

Lot 1: Supply of specialised laboratory furniture

Lot 2: Supply of various laboratory equipment

The above-mentioned goods shall be delivered to the Purchaser’s warehouse in Petropavlovsk, the Republic of Kazakhstan.

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

(a) The tenderer shall have the average annual turnover over the last three (3) years equivalent, to at least:

EUR 145,000 for Lot 1

EUR 145,000 for Lot 2

(b) The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than equivalent of:

EUR 45,000 for Lot 1

EUR 45,000 for Lot 2

(c) The Tenderer shall have the experience as Supplier, in at least two (2) contracts within the last three (3) years, each with a value not less than equivalent of:

EUR 35,000 for Lot 1

EUR 35,000 for Lot 2

If the Tenderer submits the bid for both lots, the above financial criteria shall apply in cumulative total.

Tender documents (in electronic format only) may be obtained upon request directed to the Purchaser at the address given below.

All tenders must be accompanied by a tender security in the amount of:

Lot 1     KZT 450,000

Lot 2     KZT 450,000

or its equivalent in a convertible currency.

Tenders must be delivered to the office at the address below on or before 05 March 2019 at 16:00 local time, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
