Item Description:

The Government of the Democratic Socialist Republic of Sri Lanka (GOSL) wishes to obtain the financial assistance from Asian Infrastructure Investment Bank (AIIB) to support financing for the Reduction of Landslide Vulnerability by Mitigation Measures Project (RLVMMP) whereas the major component will be financed by AIIB.
On behalf of GOSL, the Ministry of Public Administration & Disaster Management (MPA &DM) being the Executing Agency will establish a separate Project Management Unit (PMU) under the purview of National Building Research Organization (NBRO). The NBRO / PMU will provide the services of; Field Investigation, Detail Design, Procurement of civil works of the Phase I of project, and will act as The Engineer to the Contracts and Implementing Agency.
The Project consists of 147 identified landslide vulnerable sites which will be implemented in two phases. The Phase one (Phase I) will include 27 critical sites and Phase two (Phase II) will include remaining 120 sites. The scope of Supervision Consultancy services will include full time supervision of proposed work, such as; soil nailing, retaining wall construction, drainage works etc. The estimated number of key professional will be 137 person months.
The MPA & DM wishes to obtain the service of a potential consultancy company to provide construction supervision service for construction of 27 critical sites included under this REOI. Procurement of civil works contracts will be based on International and/or National Open Competitive Tender Procedures.
The selection of Supervision Consultant (SC) will be procured based on the quality-and-cost based selection (QCBS 80:20) in accordance with the AIIB Interim Operational Directive on Procurement Instructions for Recipients (June 2, 2016) and expected to be mobilize latest by May 2019.
MPA &DM invites eligible consulting firms or consortia to indicate their interest in providing the services described herein. Interested Consultants must provide information indicating that they are qualified to perform the services by the submission of information requested in this REOI.
Interested firms or consortia must prepare and submit an EOI in a standard templates given with this REOI.
