Provision of Graphic Design and layout Services for the European Environment Agency

Item Description:

The European Environment Agency (EEA) is planning to award the public contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in the enclosed ZIP File.

The EEA seeks to establish framework service contracts with service providers in the area of graphic design and layout services. The call for tender is split into 2 (two) lots:

Lot 1: Graphic design services.

This lot covers services in the area of graphic design of EEA products based on corporate design guidelines. Services may be required for the development of designs for new products, or for existing products for which content is already produced. The contractor must be able to carry out all technical tasks related to graphic design, such as research into and analysis of design projects, development of conceptual design proposals and creative ideas, development and layout of final products, based on existing content and design guidelines, provision of access to photographs and images, for example via image banks, if and when required, etc.

Lot 2: Layout services.

This lot covers services in the layout of EEA products based on existing content and design guidelines. The contractor must be able to lay out products in Adobe InDesign and produce graphical elements in Adobe Illustrator, in accordance with both EEA corporate style guidelines and standard templates. The contractor must work in the versions of these programs used by the EEA and upgrade to new versions according to future EEA requirements. The EEA will require layout of publications in various languages.

Please note that for both lots, the EEA will use the cascade system to establish framework contracts with multiple economic operators for both graphic design and layout services, in order to ensure that the Communications Programme of the EEA can manage a fluctuating workload in this area, while maintaining high quality outputs. The cascade system allows the contracting authority to conclude separate framework contracts on identical terms with successful tenderers, which are ranked following the outcome of the tender evaluation. This allows a contract to be performed by one or other of the contractors in succession. During implementation of the contract, when the EEA wishes to issue an order, it will send a request for services to the first contractor in the cascade. Should the first contractor not accept the request for reasons that do not entail terminating the contract, or should it fail to observe the deadline for submission of an offer, or find itself in a situation of professional conflicting interests that may negatively affect the performance of the ordered services, the EEA may place the order with the next ranked contractor in the cascade. As a minimum, there will be two contractors in the cascade per lot, provided enough tenderers satisfy the selection and award criteria. A maximum number of three framework contracts in cascade per lot will be awarded.
