Item Description:

The World Health Organization, Regional Office for the Eastern Mediterranean (WHO/EMRO) seeks offers in sealed envelopes for the procurement of Bio Safety Laboratory (BSL-3) upgrade for delivery and installation in Ramallah, Palestine.

CLOSING DATE:

Last date for submitting offers is 13th of January 2019 at 16.00 (Cairo time).

Last date for receiving queries is 23rd of December 2018.

ITEMS NEEDED:

• As per the attached (ANNEX A).

OFFERS:

• Must comply with the requirements under (ANNEX C) 
• For further information and/or additional clarifications, queries are welcomed to be received through the United Nations Global Market Place (UNGM) correspondences before 23rd of December 2018.

SUBMISSION OF OFFERS:

• Offers must be received in sealed envelopesand made in accordance with the instructions contained in this invitation.
• Any order resulting from this invitation shall contain WHO’s General Terms and Conditions(ANNEX C) and any other specific terms or conditions detailed within this invitation.

Delivery: Within 8 months.

INCOTERMS:

• FCA nearest port.

Or

• DAP Ramallah, Palestine.

Evaluation Weighing:

• 80% for specification
• 20% for delivery

SELECTION/AWARD CRITERIA

• Offers with lowest price and meeting the required specification will be considered.
• Offers with two years warranty coverage will be considered.
• Only offers providing onsite delivery, Installation and training will be considered.

EXCLUSION CRITERIA

• Offers that are received after the indicated deadline will not be considered.
• Offers not matching the requested specifications will not be considered.
• Offers not including the needed warranty coverage.

In case of award, the suppliers should provide:

1. Certificate of Origin.
2. Shipping documents, Packing list and invoice.
