Item Description:
The UN-IRMCT is the successor of the International Criminal Tribunal for Rwanda (“ICTR”) and the International Criminal Tribunal for the former Yugoslavia (“ICTY”) and was established by Security Council Resolution 1966 on 22 December 2010. It has two branches, Arusha and The Hague, which began functioning on 1 July 2012 and 1 July 2013 respectively.
The UN-IRMCT is mandated, under Article 27 of its statute, with managing, including preserving and providing access to, the archives of the ICTR, the ICTY, and the Mechanism itself. These archives comprise physical and digital records which have been selected for long term or permanent preservation.
The ICTR and ICTY have both reached the end of their mandates and closed. The Mechanism has taken custody of their archives to be preserved and made available to internal and external users.
Requirements:
The UN-IRMCT is seeking Expressions of Interest (EOI) from qualified vendors for Request for Proposal (RFP) it intends to issue for the supply, implementation and maintenance of a commercial off the shelf Archival Collection Management System (System) which supports compliance with a range of common archival data structures and content standards, including ISAD(G), ISAAR(CPF) and EAD. The System shall be capable of supporting all functions and activities associated with the management of archives (including: appraisal, accessioning, arrangement, description and preservation, as well as provision of access to the records). The System shall also integrate with the existing UN-IRMCT OAIS compliant digital preservation system in a manner that allows synchronisation of descriptive hierarchies and bidrectional flow of data.
The UN-IRMCT has two branches, in Arusha, Tanzania and The Hague, The Netherlands. The UN- IRMCT also has an office in Kigali, Rwanda and an office in Sarajevo, Bosnia and Herzegovina. The archives of the ICTR are located in Arusha, and those of the ICTY are located in The Hague. The System will be used in both locations (i.e. Arusha and The Hague), however one instance of the System should be implemented so that access to metadata about both ICTR and ICTY archives is possible from either site, particularly for Archives staff.
