    Item Description:

    The United Nations has a requirement for the Provision of Inspection and Testing of Electrical Distribution System of the facility at UNHQ, NY.

    Nature of the Service

    1. The Contractor shall perform inspection and testing of the Electrical Distribution System of the facility. This system includes all of the medium and low voltage equipment.
    2. Contractor will infrared scan the connection points and breakers of the branch panels, including disconnect switches and associated equipment. Contractor will scan approximately pieces of equipment.
    3. The United Nations electric department will remove all necessary covers prior to thermographic inspection. Each piece of equipment will be inspected visually and with an infrared camera for their physical and mechanical condition. Images of any anomalies or safety concerns will be documented. Any equipment that is not able to be opened while energized will be noted and reported to the Contract Monitor.
    4. The United Nations reserves that right to add or delete the buildings included in this Service Contract at any time. The Contractor will make reasonable adjustments to staffing and pricing to accommodate such changes.
    5. The list of electrical equipment for each of the buildings to be included in this contract is provided as Annex B. Emergency generator and UPS equipment are not included in the scope of this contract.
    6. Unless otherwise stipulated, the Contractor shall provide and pay for all labor, materials, tools, equipment, transportation and other facilities necessary for the execution and completion of the work. All materials shall be new and both workmanship and materials shall be of good quality.
    7. The Contractor is to co-ordinate all works, working hours and individual project schedules with the designated United Nations Plant Engineering Section (PES) Official.
    8. Schedules must include written notification of any work to be performed other than 8 a.m. to 4 p.m. Monday-Friday.
    9. The Contractor shall perform work during normal working hours or off-hour time to complete the work by the stipulated deadline. No extra compensation will be granted for overtime, premium time or extra labor cost. The proposal price must include all costs related to this item. The Contractor shall provide United Nations’ representative with forty-eight (48) hours advance written notice when work is to be executed other than Monday through Friday 8 a.m. to 4 p.m.
    10. If deliveries are made on Saturday or Sunday, arrangements must be made in advance for staffing the Freight elevator, and providing access to the loading dock, at the Contractor’s expense.
    11. To the greatest extent possible, the Contractor shall assign a stable work force to the United Nations. Field Engineer(s), estimator(s), superintendent(s) or foreman may not be replaced without United Nations approval and notice of any absence greater than 1 day should be made in writing to responsible United Nations official.
    12. The Contractor is to co-ordinate all works, working hours. and individual project schedules related to preventive maintenance program and emergency response with the United Nations Plant Engineering Section (PES).
    13. The Contractor is responsible for following the building regulations at each of the leased properties and for providing any requested insurance certificates. Electrical work performed in the DC1 and DC2 buildings typically requires IBEW Local 3 or prevailing wage certification.
