Provision of Technical support to strengthening public health and clinical services on climate-sensitive health risks in Kiribati

Item Description:

The World Health Organization (WHO) is a specialized agency of the United Nations that is concerned with international public health. It was established on 7 April 1948, and is headquartered in Geneva, Switzerland. The WHO is a member of the United Nations Development Group.

With support from the Korea International Cooperation Agency (KOICA), WHO DPS and the Government of Kiribati coordinate a project titled “Building Climate Resilient Health Systems at the Community Level” from 2017 to 2019. The project is to contribute to strengthening primary health care facilities and human resources as well as community resources towards climate resilience which is closely related with achieving universal health coverage in the Pacific Island countries and areas. The project consists of three main components: improving functions of primary health care for climate resilience; facilitating community participation and actions towards climate resilience, and supporting ministries of health in enhancing planning and managerial capacity. This idea is based on the Operational Framework for Building Climate Resilient Health Systems (WHO, 2015), which suggests three pillars aiming to enhance climate resiliency of health systems: (1) guiding health professionals to climate resilient health systems; (2) identifying health functions to be strengthened; and (3) supporting health decision makers.

For the second and final year of the project implementation, the consultancy will be tasked to provide technical assistance to training and upskilling of health workforce on public health and clinical management of climate-sensitive health risks; and to provide technical assistance to the Ministry of Health and Medical Services (MHMS) on national policy, strategies, plans related to climate change. The scope of the tasks is aligned to the proposed project outcomes/outputs/activities as below:

Outcome 1.2 Enhanced capability of health workers and environmental health officers

• Output 1.2.1 Knowledge and skills of health workers to provide essential health services for climate-sensitive health risks
  • Activity 1.2.1.1 Training for health workers in applying climate resilience in health systems at primary care level

Outcome 3.1 Enhanced managerial capacity of the ministry of health

• Output 3.1.1 Technical support for the emergency preparedness plan
  • Activity 3.1.1.1 Technical support for the emergency preparedness plan
• Output 3.1.2 Technical support for annual review and planning process towards climate resilient health systems
  • Activity 3.1.2.1 Technical support for annual review and planning process towards climate resilient health systems
• Output 3.1.3 Technical support for health policymakers to enhance the capability for climate resilient health systems
  • Activity 3.1.3.1 Technical support for health policy makers to enhance the capability for climate resilient health systems

Purpose/Specific Objective of the Activity

In collaboration with the WHO Division of Pacific Technical Support (DPS), the WHO Country Liaison Office for Kiribati, and the Government of Kiribati, the contractor is to provide technical support to strengthening public health and clinical services on climate-sensitive health risks in Kiribati.
