Provision of an Automated Voting System at IFAD

Item Description:

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialised agency of the United Nations dedicated to eradicating poverty and hunger in rural areas of developing countries.

Objective of this tender

The Office of the Secretary (SEC) of IFAD has been tasked to explore the development of an automated voting system, that expedites the ballot counting process and increases workforce efficiency while ensuring vote secrecy.

The system should allow for IFAD to carry out electronic voting for the appointment of the President of IFAD in a manner that is accountable, auditable and strictly confidential. The system should integrate information available in corporate database for the configuration of the voting rights with minimal effort required right up before the voting tokens are issued but in particular for the appointment of the President of IFAD.

The overall goal for the implementation of an automated voting system is to improve efficiencies and increase effectiveness. Efficiencies, in terms of time saved by IFAD staff in the preparation for voting, preparation of ballots and the activities related thereto. Effectiveness, in terms of having a system that is not prone to errors and that is accountable, auditable and strictly confidential.
