Item Description:

The European Maritime Safety Agency (EMSA) is planning to award the public contract referred to above. The procurement documents consist of the Invitation, the Tender Specifications with its appendix(s), and the draft contract.

The objective is to establish a two-year Framework Contract (FWC) with an experienced contractor that can support EMSA with code correction, evolutive maintenance, IT Helpdesk, and upgrades relating to the COD and CLD applications, supporting SSN Central System operational services to EU MS.

Software activities concerning other systems integrated into the SSN Ecosystem (e.g. STAR/SEG, EU LRIT CDC, EO CDC) are out-of-scope of this procedure.

Following the signature of the FWC, EMSA intends to contract specific activities by issuing individual Requests for Services (RFS) and Specific Contracts in accordance with the terms and provisions of the FWC.

The FWC may be renewed, if so decided by EMSA, for periods of one year and up to a maximum total period of four years.

Scope

The following types of services could be contracted under this FWC (IT):

• Service 1: IT Helpdesk and corrective maintenance for application incident management, bug fixing and minor scale changes regarding operational requirements evolution.
• Service 2: Software development and testing activities with fixed resources and dynamic scope (no contracted requirements) for system upgrades, on evolutions of the application(s) and its respective interfaces.
• Service 3: Software development and testing activities with fixed price based in fixed scope (contracted requirements) for system upgrades, on evolutions of the application(s) and its respective interfaces.

The services are to be carried out in relation to the COD and CLD applications.
