Provision of Communication & Visibility Consultancy Services

The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

The Government of the Republic of Liberia has received funds from the African Development Bank (AfDB) Group, European Union (EU) & European Investment Bank (EIB) towards the cost of the Upgrading of the Mano River Union Road Development & Transport Facilitation Programme (MRU/RDTFP) Phase II: Paving of Sanniquellie to Loguatuo (47.1 km) and Fish Town Kelipo road (20km) with a view to promote regional integration and to attain better development results for the countries concerned and intends to apply part of the proceeds for payments under the contract for the provision of Communication & Visibility Consultancy services.

The main objective of the assignment is for the firm to develop and implement a highly effective and efficient communication and visibility program that will communicate and showcase the projects ’overall progress, achievements, results and impacts. The firm is expected to produce a video documentary showing and telling the projects’ development impacts in Liberia and neighboring countries. The target groups will be the general audience in Liberia especially beneficiary population around the investment areas. The firm shall conduct the service for each project outlined at different stages and intervals implementing the required scope as required.

The deliverables to be produced have to be written in excellent journalistic style, with a strong focus on human face stories. More specifically, the following elements will constitute the scope of work: Event planning, branding, content writing, editing, proofreading, media outreach, donor and public relations, design and production of brochures, billboards, banners, electronic airport signs, local website construction and hosting as well as content feeding for sustainability, video documentary, quarterly reporting on growth and expansion including project stickers. The firm should be able to produce genuine content or to repurpose existing materials, based on several sources: internal reports, Aide Memoires, studies, events, interviews with staff and field visits, amongst others for the MRU I &II projects.
