Rehabilitation of Main Wastewater Pumping Station

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities at http://www.ebrd.com on 22 September 2017.

Khujand Water Company (Khujandvodokanal) hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and grant from State Secretariat for Economic Affairs SECO towards the cost of Khujand Water Supply Improvement Programme (Phase III).

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan and / or grant:

• Rehabilitation of Main Wastewater Pumping Station

The scope of the works include design, supply, installation, testing etc of the required electro-mechanical equipment (one new large sewage pump, vital spare parts for existing pumps and replacement of pressure piping), including new process controls, electrical installations and spare parts, major structural and architectural rehabilitation of civil structures, rehabilitation of wells for internal water supply, and upgrading/fencing of territory. Training and necessary documentation shall also be provided by the Contractor. Contract’s General Conditions will be FIDIC Yellow Book (Design and Build by the Contractor). Expected Time for Completion is 300 days followed by DNP of 1 year.

To be qualified for the award of a contract, tenderers must satisfy at least the following minimum criteria which are further detailed in the tender documents:

• The Tenderer shall have an average annual turnover as prime contractor over the last 3 years (2016 -2018) not less than USD 1,800,000.-
• The Tenderer must demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow estimated as not less than USD 480,000.- or equivalent, taking into account the applicant’s commitments for other contracts.
• The Tenderer has participated as contractor or management contractor in at least two (2) contracts within the last five (5) years, each with a value of at least seven hundred thousand (700,000) US dollars equivalent, that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size (Pumping station capacity of > 2’000 m3/h), complexity (pumps and transformers), methods/technology or other characteristics (Building rehabilitation of water containing structures) as described in Vol. III, Requirements. At least one proven experience with a design-build contract of similar facilities is mandatory;
• The tenderer or its agent will be able to carry out the supplier’s obligations regarding maintenance during the warranty period of the manufacturer or producer and spare parts stocking obligations prescribed in the tender documents. The tenderer has to provide the necessary certificates, licenses or letter of authorization;
• In case the tender is submitted by JVCA, it shall meet the following qualification requirements:

1. • The JVCA must satisfy collectively all qualification criteria, for which purpose the relevant figures for each of the partners shall be added to arrive at the joint venture’s total capacity.
   • Each partner shall meet not less than thirty percent (30%) while the lead partner shall meet not less than seventy percent (70%) of all the qualifying criteria for the turnover and the availability of the financial means as per the criteria specified above.
   • Each partner shall satisfy the requirements with regard to the soundness of the financial position and non-performance history, specified in the Tender Documents.
   • The lead partner of the JVCA shall demonstrate that he acted as a main contractor [supplier] on project(s) of similar magnitude and responsibilities allocation, i.e. Design and Build by the Contractor.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

The tender shall be accompanied by a tender security. The amount and currency of the tender security shall be of USD 14,000 or its equivalent in a convertible currency.

The tender documents will be issued upon showing the bank invoice as confirmation of payment done by tenderer for receiving tender package. The tender package is available at cost of USD 100 or equivalent in a convertible currency. For payments done in TJS, the exchange rate on the date of payment shall apply. Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by electronically through email as PDF format. No hard copy will be sent. If tenderer prefer to have hard copy, he can collect it from Khujandvodokanal office, at the address shown below. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

Tenders must be delivered to the office at the address below on or before 15:00 p.m. on 5^th August 2019 at which time they will be opened in the presence of those tenderers’ representatives who choose to attend:
