Implementation of an integrated adaptive case management IT solution

Item Description:

Through this Call for Tender, the Court of Justice of the European Union (CJEU) is searching for a long-term partner capable of identifying the appropriate software and hardware building blocks as per the CJEU’s needs followed by building, implementing, maintaining and supporting the integrated SIGA system.

As part of their response, the tenderers will identify the core Adaptive Case Management platform that responds best to the functional and non-functional requirements and will demonstrate the understanding of the needs with a Proof of Concept (PoC).

Once awarded with the contract, the partner will train the core CJEU team and set up a first version of the future SIGA platform called Minimum Viable Product (MVP). The partner will also deliver and set up the needed licenses and infrastructure designed for the solution and will integrate the platform in the IT landscape of the CJEU. Furthermore, the partner will build the system on top of the MVP version by adding to the functionalities detailed in the Minimal Viable Product document (see «ref. 1.9.1») the ones identified during the analysis phase of the implementation project, as well as performing the data and content migration services and setting up all the software and hardware layers.

After the go live of the complete SIGA solution, the partner will provide operational maintenance and support services based on standard procedures, driven and managed by the SLA (see «ref. 9»). During the whole lifetime of the contract, the partner will provide the technological and human means (profiles) for the adaptive maintenance and the management and delivery of change of the SIGA system.
