Provision of Consultancy and Review of EASO Training Modules and EASO Asylum Support Tools by Members of Academia and Representatives of Civil Society

Item Description:

The European Asylum Support Office (EASO) was established by Regulation (EU) 439/2010 as an independent and specialised body to strengthen EU countries’ practical cooperation on asylum, to support EU countries whose asylum and reception systems are under particular pressure and to enhance the implementation of the Common European Asylum System (CEAS).

EASO is launching an open call for tender procedure in order to conclude a service framework contract (hereinafter FWCs) with one or several contractors (hereinafter referred to as ‘the contractor’) for the provision of consultations and review of EASO training modules and EASO Asylum Support Tools by:— members of academia (Lot 1), and— representatives of civil society (Lot 2).

LOT 1 – Provision of consultation and review of EASO training modules and EASO Asylum Support Tools by members of academia By providing the service, the representatives of academia shall ensure the legal accuracy of the content of the products (modules/tools), including the references to jurisprudence, the completeness and up-todate of the defined scope of the product and relevant literature, and the clarity of the text and the userfriendly nature with regards to the defined objectives of the product, in the form of:

• Consultation on the EASO training and asylum support tools, and
• Review on the final draft of the EASO training and of the asylum support tools under development, upgrade or update.

The tasks performed by the contractor consist in the consultation on and review of the EASO training modules (manuscript) and of the Asylum Support Tools (including all relevant practical tools developed in the context of the Asylum Processes, Dublin, Vulnerable persons and Reception).

Consultation of EASO training modules/asylum support tools by academia

The contractor is expected to:

• Provide preparatory background research and analysis on the content of the module/tool to be developed or updated/upgraded;
• Provide general recommendations on how to further develop/improve the content of the module/tool to be upgraded/updated or, in case of a new development, provide suggestions on the topics to be included in the module/tool;
• Provide comments on specific parts of the content of the previous version of the manuscript of a specific EASO training module to be upgraded/updated or, in case of development of a new module/tool, provide comments on the first draft of the structure of the module/tool.

Review on the final draft the EASO training and asylum support tools by academia

The contractor is expected to:

• Provide comments and target response on precise parts of the content of the final draft of the manuscript of a specific EASO training module or of the quality tool, containing also a concrete proposal on how the text should be amended;
• Provide general recommendations on how to further develop/improve the content of the module/tool;
• Reply to questions formulated by EASO on the content of the final draft of the manuscript/final draft of the tool, e.g. requests for collection of jurisprudence, legal comparative research on Member States legislations on and judicial interpretation of the implementation of specific provisions of the EU acquis.

LOT 2 – Provision of consultations and review of EASO training modules and EASO Asylum Support Tools by representatives of the civil society By providing the service, the representatives of civil society shall ensure the relevance and the completeness of the content and the aptness of the structure of the products concerning the defined target groups and objectives as well as the overall quality of the products, by representatives of the civil society organizations, in the form of:

• Consultation on the EASO training and asylum support tools, and
• The review on the EASO training and on the asylum support tools

The tasks performed by the contractor consist in the consultation on and review of the EASO training modules (manuscript) and of the Asylum Support Tools (including all relevant practical tools developed in the context of the Asylum Processes, Dublin, Vulnerable persons and Reception).

Consultation on EASO training modules/asylum support tools by civil society organisations

The contractor is expected to:

• Provide preparatory background research and analysis on the content of the module/tool to be updated/upgraded or of the module/tool to be developed;
• Provide general recommendations on how to further develop/improve the content of the module/tool to be upgraded/updated or, in case of a new development, provide suggestions on the topics to be included in the module/tool;
• Provide comments on specific parts of the content of the previous version of the manuscript of a specific EASO training module to be upgraded/updated or, in case of development of a new module/tool, provide comments on the first draft of the structure of the module/tool.

Review of EASO training modules/asylum support tools by civil society organisations

The contractor is expected to:

• Provide comments and target response on precise parts of the content of the final draft of the manuscript of a specific EASO training module or of the quality tool, containing also a concrete proposal on how the text should be amended;
• Provide general recommendations on how to further develop/improve the content of the module/tool;
• Reply to questions formulated by EASO in the form of comments in the final draft of the manuscript/final draft of the tool, e.g. requests for collection of governmental and/or NGO reports on a particular subject, legal comparative research on Member States practices on the implementation of specific provisions of the EU acquis.

In addition to the items listed in Financial Proposal Form, as foreseen by Article 1.2 of the Annex I to the EU Financial Regulation, if necessary the contracting authority may request the contractor in writing to supplement its tender for similar services, which were not known and therefore not included in the initial price list. EASO may therefore request when the need arises, upon quotation, supplementary services related to the scope of the contract.
