Item Description:
UNESCO Institute for Statistics (UIS) hereby invites qualified companies to submit sealed tenders as follows:
The Sustainable Development Goals (SDGs) set out new ambitions for education, with SDG 4 requiring a quality education from pre-primary to upper secondary level of education for every child by 2030. The focus on quality education is a deeper and more demanding focus than the Millennium Development Goals (MDGs), hence, putting more emphasis on learning outcomes. SDG target 4.1 calls on all UN Member States to ‘ensure that all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes’ by 2030.
The UIS seeks to engage qualified institutions (consultancy firms, universities, etc.) for the provision of an item banking and exchange platform with focus on serving the tracking and monitoring to global and thematic indicators related to learning in SDG 4.
The Institution is expected to:
- Assemble the Item Bank platform using royalty-free, fully licensed components to implement the following functionality (organized into three categories of Administrative, Content Development and Testing):
- Deploy the Item Bank platform to servers managed by UIS, ensuring that the servers implement the databases and web-hosting capacity required by the Item Bank platform.
- Assist in the migration of assessment items and tests provided by third parties onto the Item Bank platform, by defining item templates that correspond to the item types used by the third-party items and API interfaces that allow users to upload assessment content in pre-defined data formats.
It is expected the firm/entity to be able to provide a perpetual, worldwide, royalty-free license of the assessment software application to the UIS. An open source license is preferred.
The purpose of this notice is to provide general information on the requirements for the procurement process and to inform interested suppliers how to obtain a copy of the Solicitation Documents.
Interested companies who wish to participate in the OIC must request for a complete set of Solicitation Documents, available free of charge, from UNESCO contact person at the address shown below.
The sealed tenders must be delivered to the UNESCO Institute for Statistics on or before 02/10/2019 at 16:00 hours, in strict compliance with the instructions as stipulated in the Solicitation Documents.
UNESCO reserves the right to amend the documents at any time during the solicitation process. Any amendments or clarifications will be communicated directly to all Bidders who have requested for a complete set of solicitation documents and officially confirmed their intention to submit a sealed tender. No remuneration will be made to companies for preparation and submission of their tenders.
