Study on the System Architecture of a Quantum Communication Infrastructure

The European Commission is an institution of the European Union, responsible for proposing legislation, implementing decisions, upholding the EU treaties and managing the day-to-day business of the EU.

The European Commission, Directorate-General for Communications Networks, Content and Technology, (referred to below as the contracting authority) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. All documents are enclosed in the attached ZIP File.

The objective is to specify in detail the user requirements and use cases that would drive the development of QCI, in close interaction with the participating Member States. Then, based on those, proceed to the specification of an overarching (high-level) system architecture for QCI composed of space-based and terrestrial-based solutions that are secure-by design and that would cover the whole of the European Union. The objective of QCI is to enable information and data to be transmitted and stored ultra-securely and capable of linking critical public communication assets all over the Union.
