Turn-Key Contract for the Renovation of the Roof Waterproofing System of three Buildings at UNLB

Item Description:

The United Nations Global Service Center/United Nations Logistics Base (GSC), with its Headquarters located in Brindisi, Italy, seeks an appropriately qualified contractor for a Turn-Key Contract for the Renovation of the Roof Waterproofing System of three Buildings at UNLB, which are currently being used as warehouses. The main purpose of this project is the solution of the problems caused by rain water infiltration, as the weather-tightness of these buildings is compromised in several locations. Thus, their restoration will involve the replacement of the existing corrugated fiber concrete roof panels with new thermal insulation panels and protective waterproofing membranes on roofs and parapets, including sealing of and around the existing skylights. Also, the metal flashing on top of the parapets needs to be restored by applying protective zinc-rich protective coating, including resealing of joints. The Works/Services are as follows: Design Stage: 1. Delivery of Operative Safety Plan (P.O.S.) with all required documentation as per Italian Safety Laws (Testo Unico della Sicurezza, D.Lgs 81/2008); 2. Provision of Executive Project; 3. Provision of Executive Work Programme (Gantt Chart). Construction: a. General Works: 1. Site inspection and preparation (including fencing, signalization, etc); 2. Site cleaning; 3. Work site supervision and implementation of waterproofing works and P.O.S. 4. System Certification and documentation; 5. Test and Certification; Maintenance Manual, Use Manual and Maintenance Plan as per Italian law. b. Civil Works: 1. Installation of scaffolding along the perimeter of the buildings, if necessary, and implementation of Safety plan: protections, anti-fall system, etc.; 2. Removal of the existing lightning system and service lines, if any; 3. Removal and disposal to approved site of the existing roof waterproofing system consisting of corrugated fiber cement panels (dimension 110x250cm), thermal insulation sheets made of fiber wool in rolls, wooden purlins and related fixing hardware (bolts, nuts and washers); 4. Temporary removal of the existing metal flashing at gutters and skylights; 5. Temporary removal of the metal flashing on parapets; 6. Temporary removal of the existing Plexiglas skylights (No. 24 on each building rooftop, dimension 1.45 x 5.70 m); 7. Removal and disposal to approved site of the existing waterproofing membrane on parapets and/or wherever it is found; 8. Cleaning of the existing gutters, parapets, rooftop surface and all the surfaces in preparation of the waterproofing package installation; 9. Closing of the open joints between precast concrete roof panels with the provision and installation of primer and a “pontage” made of waterproofing membrane strips minimum 20 cm wide; 10. Provision and installation of elastoplastomeric distilled polymer-bitumen waterproofing vapor barrier membrane with embossed upper face for bonding heat insulation panels, bituminous primer included; 11. Supply and Installation of thermal insulation panels, thickness 60mm. Contractor must adopt a specific fixing system to the support as per manufacturer specifications. Contractor must also define the system to protect the panels from sliding and the detail in the borders and edges. The panels must be adapted to the building roof shapes and measures according to the attached graphic documentation. Once the contract is awarded, the Contractor will submit the complete description and details of installation. Works must be executed as per manufacturer’s recommendations; 12. Supply and installation of a double layer of bituminous waterproofing membrane on the entire surface of the roof, parapets and skylights base wall included. First layer shall have minimum thickness 4mm and second layer shall be 4.5 kg/m² with protective mineral finishing, 10cm overlap, light grey color. Works must be executed as per manufacturer’s recommendations; 13. Cleaning, provision and application of zinc-rich coatings on the existing parapet, gutters and skylights metal flashing; 14. Repositioning of the existing parapet, gutters and skylights metal flashing, including sealing of joints with one-component, non-staining sealant; 15. Repositioning of the existing Plexiglas Skylights, including provision and installation of new rubber gaskets, sealant, fasteners and caps; 16. Provision and installation of No. 6 (six) new external downspout pipes per building as per attached drawing to enhance the existing rain drainage system, including all the related fixing hardware and accessories; 17. Inspection and testing of roof water drainage system (downspouts pipes, etc.); 18. Repositioning of the existing lightning system and service lines, if any. The Contractor shall provide all labor, equipment and materials required to perform the project, including all tests and certifications as per Italian Legislation in force. The full technical requirements and details will be provided with a formal solicitation document to be issued at a later stage soon after the closing date for this EOI.
