    The European Commission, Joint Research Centre (referred to below as the contracting authority) is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in the attached ZIP File.

    JRC-Geel (Belgium) is one of the six scientific sites of the European Commission’s Joint Research Centre (JRC).

    As the European Commission’s scientific service, the JRC addresses key societal challenges, providing EU policy makers with independent, evidence-based scientific and technical support required for EU policy making.

    JRC-Geel has a proud history of more than 55 years of scientific research and brings together multi-disciplinary expertise for developing new measurement methods and tools such as reference materials, promoting standardisation and harmonisation across the European Union to stimulate innovation and to protect consumers and citizens.

    JRC-Geel employs about 250 individuals who work on biotechnology, food and feed safety, food fraud detection, healthcare, nanotechnology, nuclear safety and security, and threat detection. These activities are conducted in state-of-the-art laboratories and facilities.

    Defining the market

    The contract concerns the delivery of transport services of persons and their luggage for the JRC Geel by car and minibus.

    Subject of the market

    JRC Geel is located 7 km outside Geel centre and is not well connected to the public transport infrastructure. As a result, transportation services for its staff and visitors are required. JRC Geel members of staff undertake numerous missions during the year in connection to the business needs of the institute. Additionally there is a large number of visitors visiting the JRC Geel on a regular and non-regular basis.

    The transport services are mainly provided within the boundaries of the provinces of Antwerpen, Limburg and Vlaams-Brabant (incl. Brussels). Occasionally the services are required outside the areas mentioned above and include transport abroad (for example Germany, the Netherlands) depending on the relevant activities of the JRC Geel. The main destinations are to/from the Brussels airport, to/from Brussels centre and to/from Geel/Mol.

    Therefore, the JRC Geel has the intention to call upon an external service provider for the transport of staff members and visitors of the JRC Geel by car and minibus. Furthermore, transport of luggage with normal weight and size is also required.

    Requirements to the services

    The requirements described below are minimum requirements and are mandatory.

    Availability

    It must be possible to require the service to be provided at any time during 24 hours per day, 7 days per week and 365 days a year, including official Belgian holidays. In addition a 24 hours operating contact point has to be provided for urgent matters.

    Persons and goods to be transported

    Persons to be transported are staff members and visitors of JRC Geel (further referred to as ‘passengers’). Goods to be transported are personal luggage of passengers.

    Definition of type of fees

    • Fee type 1: Fixed price for Geel and its surroundings <=> Brussels Airport
    • Fee type 2: Fixed price for Geel and its surroundings <=> Brussels Capital

    “Geel and its surroundings” is defined as a perimeter of 10 km (bird’s-eye view) from JRC-Geel.

    • Fee type 3: A price per km for all other national transports
    • Fee type 4: A price per km for international transports
    • Fee type 5: Minimum flat rate fee in case fees type 3 & 4 are below this minimum.

    The prices for type 3 and 4 have to be calculated based on fastest route from the pick-up point to the drop-off point, using a common online route-planner (Google Maps, Mappy, Viamichelin…).

    Annex 2, represents an overview of journeys of a recent period of one year (for indicative purposes).

    The prices in the financial offer form are per car or minibus and not per passenger. Possible toll charges (international journeys) can be invoiced to the JRC Geel separately. All other costs are included in the presented fees.
