The European Commission is an institution of the European Union, responsible for proposing legislation, implementing decisions, upholding the EU treaties and managing the day-to-day business of the EU.

The European Commission, Directorate-General for Communications Networks, Content and Technology, (referred to below as the contracting authority) is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the model service contract and tender specifications with their respective annexes. All documents are available in the enclosed ZIP File.

The aim of the study is to provide the commission with the tools and information required for the monitoring and evaluation at periodical intervals (as foreseen by the AVMS Directive) of the impact of the measures, taken at Union and national levels, for the promotion of distribution and production of European works and independent productions in television programs and the production of and access to European works in on-demand services.
