    Item Description:

    The Management of Noncommunicable Diseases (MND) unit of the World Health Organization Regional Office for the Western Pacific (WHO WPRO) seeks to contract an IT company to support the improvement and implementation of HeartCare, an electronic medical recording system for primary healthcare, in selected demonstration sites in the Western Pacific Region. The company will be expected to:

    • Provide support for improving and maintaining the online Windows version of the HeartCare software;
    • Ensure inter-compatibility of the online Windows version of HeartCare with the offline Android version of HeartCare and information management website for data merging and sharing; and
    • Support revision to local translated versions and integration into local health information systems, in selected countries upon request;

    DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

    Output 1:  Improve performance of current Windows versions of HeartCare

    Output 2: Add new features to the Windows versions of HeartCare

    Output 3: Support remote for adaptation, translation and integration of HeartCare into the local health information systems in selected countries

    Output 4: Provide documents with outcomes to maintain project

    METHODS TO CARRY OUT THE ACTIVITY

    Output 1: Improve performance of current Windows versions of HeartCare

    Deliverable 1.1: Improve database structure to minimize delay in data inquiry from and data storage in the online server database

    Deliverable 1.2: Conduct vigorous quality assurance to minimize technical problems and to increase data transfer speed

    Output 2: Add new features to the Windows versions of HeartCare

    Deliverable 2.1: Develop prescription and pharmacy functions for monitor medicines and tests prescribed by physicians and dispensed by pharmacists

    Deliverable 2.2: Improve functionality of current software according to feedback from pilot tests (e.g. monitor deaths of registered individuals, graphs to visualize blood pressure and blood glucose trend, improve clinic schedule function, automatic unique ID generation without overlap with Android version)

    Deliverable 2.3: Improve automated summary report to align with data management website, including monitoring prescription and drug storage management

    Deliverable 2.4: Allow selection of multiple languages and update current language database (.resx file)

    Deliverable 2.5: Add new views in HeartCare’s MySQL database (Ubuntu server) to enable exchange of processed, non-identifiable data with the information management website.

    Output 3: Support remote for adaptation, translation and integration of HeartCare into the local health information systems in selected countries

    Deliverable 3.1: Regular biweekly virtual consultations with all teams involved in the HeartCare project

    Deliverable 3.2: Support technical support for the maintenance of the HeartCare Window application in selected countries, mostly remote but i-country for at least one country (tentatively Samoa)

    Deliverable 3.3: Submit monthly achievement report summarizing status of deliverables listed above

    Output 4: Provide documents with outcomes to maintain project

    Deliverable 4.1: Provide final output products including final source codes

    Deliverable 4.2: Submit updated user manuals for programme managers and end-users

    QUALIFICATIONS & EXPERIENCE

    EXPERIENCE

    Essential: 

    Minimum of 5 years’ experience in developing Windows-based software.

    Desirable:

    • Experience in developing and maintaining electronic medical records is a major asset.
    • Experience managing projects working with governments, and intergovernmental, hospitals and other development agencies, including World Health Organization, will be considered

    TECHNICAL SKILLS & KNOWLEDGE

    • Technical skills and knowledge on online software technologies; including insights into Windows Presentation Foundation (WPF), cloud server, computer networking, FTP system using online network and structured query language (SQL).
    • Specific programming skills and knowledge in visual studio, C# framework, computer security, application programming interface (API), web services and database management system (DBMS)

    LANGUAGES

    Written and spoken fluency in English (Read – Write – Speak / “Advanced” level)

    ADDITIONAL INFORMATION:

    • Upon finalization of the contract intellectual property of content and products shall revert to WHO, including source codes and original editable files.
    • Any data or results may not be shared or distributed without approval of the responsible officer in WHO.
    • The contractual partner will not be required to be based at WHO Regional Office for the Western Pacific (Manila, Philippines) to perform the tasks related to this activity but will require daily interaction with all the technical teams involved in the implementation of HeartCare through email or virtual discussion as needed.
    • Interested individual/s or organizations should include travel costs to Samoa in their budget proposal, which is tentatively scheduled in May 2020
