The European Commission, Joint Research Centre, (referred to below as the contracting authority) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their annexes. The Joint Research Centre, located in Geel, Belgium, (JRC-Geel) is one of the six sites of the Joint Research Centre (JRC), a Directorate-General of the European Commission. The mission of JRC-Geel is to support industrial competitiveness, quality of life, safety and security in the EU by developing advanced measurement standards and providing state-of-the art scientific advice concerning measurements and standards for EU policies.

Due to its scientific activities in the domain of nuclear safety and security, JRC-Geel is licensed as a class 1 nuclear installation. As such, JRC-Geel is subject to licensing requirements, Belgian legislation on nuclear safety and nuclear security, and is regularly inspected by the Federal Agency for Nuclear Control (FANC) and its subsidiary Bel V. 2.

The Contract concerns the provision of nuclear third party liability cover as required by the Belgian law of 22 July 1985 on third party liability in the field of nuclear energy1 and its subsequent amendments2.
