NTWRP2 – 5.3 Water network rehabilitation in Panjakent city
This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 20 June 2014 and updated on 26 February 2016.
SUE KMK hereinafter referred to as “the Employer”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and grant from Swiss State Secretariat for Economic Affairs (“SECO”), administered by the European Bank for Reconstruction and Development (the Bank), towards the cost of North Tajik Water II Rehabilitation Project
The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan and the grant:
NTWRP2 – 5.3 comprises the rehabilitation of the water supply network in Panjakent city, including:
supply of pipes, valves and fittings; and
provision of related installation and civil works, including installation of pipeline HDPE 100, SDR 17, DN 115-500 with a total length of approximately 26.6 km.
The implementation shall start in the early of 2017 and shall be completed within 12 months after signing the Contract including winter break.
Tendering for contracts to be financed with the proceeds of a loan from the Bank and the grant is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
The audited balance sheets for the last three (3) years shall be submitted and must demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability. Where necessary, the Employer will make inquiries with the Tenderer’s bankers.
The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 years of not less USD 1,5 mln.
The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than USD 200’000 or equivalent, taking into account the applicant’s commitments for other contracts.
The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last 5 years; in addition, the following specific experience:. a) Participation as contractor or management contractor in at least three (3) contracts within the last five (5) years, each with a value of at least USD 1,5 mln, that have been successfully and substantially completed and that are similar to the proposed Works.
