    Item Description:

    This Invitation for Prequalification (IFP) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) No. AfDB-P524216-05/20 of 8 May 2020, and on the African Development Bank’s Internet Website (www.afdb.org).

    The Government of Egypt has applied for a loan from the African Development Bank (AFDB) toward the cost of the Egypt National Railways Modernization Project (ENRMP), and it intends to apply part of the proceeds of this loan to payments under the contract for Design, Supply, Construction, Phasing, Testing and Commissioning, spare parts, training, documentation, total guarantee with maintenance services for the Migration to European Train Control System Level 1 (ETCS-L1). The Egyptian National Railways (ENR) intends to prequalify contractors and/or firms for this contract which involves design, supply, installation and maintenance of ETCS-L1 system comprising track-side equipment on Alexandria – Cairo – Asyut – Nagh Hammadi and Benha – Port Said mainlines with a total length of 953 km, and on-board ETCS equipment for 100 existing locomotives. It is expected that Invitations for Bid (IFB) will be made in September 2020.

    Prequalification will be conducted through prequalification procedures specified in AfDB’s Procurement Policy and Methodology for Bank Group Funded Operations dated October 2015, and is open to all bidders from eligible source countries, as defined in the Bank’s Procurement Policy.

    Interested eligible applicants may obtain further information from and inspect the Prequalification Document at the Egyptian National Railways (ENR) (address below) from 9:00 – 14:00 hours Cairo Local Time. A complete set of the Prequalification Document in English may be purchased by interested applicants through the submission of a written application to the address below, and upon payment of a non-refundable fee of USD 50. The method of payment will be in cash at the ENR address below or deposit at the bank account name “Egyptian National Railways” and account No. 4/082/17698/7 at the Central Bank of Egypt – swift code: CBEGEGCXXXX. The document will be sent by email.

    Applications for Prequalification should be submitted in sealed envelopes, delivered to the address below by 12:00 noon Cairo Local Time on 15 July 2020, and be clearly marked “Application to Prequalify for the Design, Supply and Installation of European Train Control System Level 1 (ETCS-L1) – 324G8/490 .”
