Item Description:
The European Environment Agency (EEA) is a European Union public body. The EEA role is to support the European Union in the development and implementation of environmental policy by providing relevant, reliable, targeted, and timely information on the state of the environment and future prospects. The EEA also provides the necessary independent scientific knowledge and technical support to enable the Union and the member countries to take appropriate measures to protect and improve the environment as laid down in the Treaty and by successive Union action programmes on the environment and sustainable development. Currently, the EEA has 32 member countries and six cooperating countries in the Western Balkans.
The EEA is the hub of the European Environment Information and Observation Network (Eionet), a partnership network consisting of the EEA itself, seven European Topic Centres (ETCs) and a network of around 1000 experts from 38 countries in over 350 national environment agencies and other bodies dealing with environmental information. These are the National Focal points (NFPs) and the National Reference Centres (NRCs). The EEA and Eionet contribute to the European Shared Environmental Information System (SEIS), a distributed, integrated, web-enabled information system based on a network of public information providers sharing environmental data and information. It builds on existing einfrastructure, systems and services in the Member States and EU institutions.

Subject of the contract
The EEA, as leading contracting authority, is planning to award the public contract resulting from the above inter-institutional procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in the attached ZIP File.
The EEA, as leading contracting authority for the purpose of this inter-institutional call for tenders, and the European Commission, Directorate-General for Environment (DG ENV) and Directorate-General for Climate Action (DG CLIMA), as participating contracting authorities, seek to establish framework service contracts in cascade for the provision of IT services and support in the following areas:
- Web development with Python, Zope and Plone; Node.js, React and Elasticsearch; and
- DevOps operations with Jenkins, Docker; and
- Availability of 1 st and 2nd level helpdesk support services of said web development.
This multiple framework contract follows the “cascade” system, whereby a framework contract is concluded separately but on identical terms between the contracting authorities and each one of the successful tenderers, who are ranked following the outcome of the evaluation, with a view to ensuring that a contract can be performed in succession by one or other of the contractors. During implementation of the contract, the contracting authority that wishes to place a specific contract sends a request for services to the first contractor in the cascade, and only in case the contractor does not accept the request for reasons which do not entail terminating the contract, or fails to observe the deadline for submission of an offer, or is in a situation of conflicting interests that may negatively affect the performance of the specific contract, the contracting authority may place the order with the next contractor on the cascade. As a minimum there will be two contractors in the cascade, provided enough tenderers satisfy the selection and award criteria. A maximum number of three framework contracts in cascade will be awarded.
