    The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger. In emergencies, WFP gets food to where it is needed, saving the lives of victims of war, civil conflict and natural disasters. After the cause of an emergency has passed, WFP uses food to help communities rebuild their shattered lives. On average, WFP aims to reach more than 90 million people with food assistance in more than 70 countries. About 12,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.

    WFP is exploring new ways to address hunger and developing new systems, processes and tools to deliver assistance in our global operations. Distributing assistance in the form of cash or vouchers is one way the organization is expanding our programmatic toolbox. To enable this change WFP has developed an open-source platform called SCOPE that improves our distribution management as well as the delivery of new types of assistance like cash and vouchers.

    Our aim is to scale-up this platform to serve millions of beneficiaries across all of WFP’s countries of operation enabling them to manage distributions more efficiently and to access the multiplicity of financial services and transfer technologies such as mobile banking, smartphones, smart cards, point of sales (POS) terminals, registration of beneficiaries equipment etc. We envisage this platform to remain flexible enough to support the needs across WFP operations, its implementing partners and potentially host governments.

    There is a growing demand for biometrics-based recognition and deduplication service of beneficiaries for a number of applications, particularly in developing countries where sometimes our beneficiaries do not have any form of identification or not a standard one. Moreover it is crucial for WFP to make sure we are providing assistance to the right person each time.

    The service we are looking for is “Provision and delivery of Automated Biometric Identification System (ABIS) software, to support biometric transaction processing, support and maintenance service”.

    WFP hereby seeks and invites to pre-qualify interested reputable suppliers, or other technology companies with a strong experience in provision of the deliverables above mentioned, to express their interest by contacting WFP through the following dedicated e-mail address: hq.tenders@wfp.org not later than December 26th, 2016, 16:00 hours (Rome time). Potential suppliers, who have expressed their interest, may receive further instructions to complete the questionnaire which will be used for pre-qualification purposes.

    Eligible suppliers, who have successfully performed their UNGM (www.UNGM.org) and In-tend (https://ungm.in-tend.co.uk/wfp/aspx/Home) registrations, are kindly requested to ensure that their expression of interest is communicated to the e-mail address specified above with the following reference number:

    Ref.:HQ16NF489-EOI, and the text of the e-mail to include Company’s UNGM and In-tend registration numbers accordingly.

    WFP will only purchase from pre-qualified suppliers, thus all prospective vendors must submit their registration request through the United nations Global Market Place “UNGM” portal and specify that the application is to be for the WFP vendor roster.

    In accordance with UN resolution 1267, all existing and potential WFP suppliers are reviewed against a regularly updated list of individuals, groups, undertakings and other entities associated with terrorism and will be excluded accordingly.

    Please note that only eligible suppliers, may be invited to participate in a competitive tendering process (RFP).
