Provision of Development, Implementation, Maintenance/Operations, Advice and Consultancy Services in Accounting/Finance and Financial IT Systems

Item Description:

The European Commission, DG Budget, as the lead contracting authority in the inter-institutional procurement under consideration, referred to below as the contracting authority, is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract tender specifications with their respective annexes. All documents are available in the attached ZIP File.

Purpose

This procurement relates to the establishment of a vehicle for the delivering of services to the Contracting Authorities, as described in the present tender specifications, and relating to the following subject matter:

• the area of financial/accounting advice and assistance. The European Commission applies accrual accounting in preparing its annual accounts and follows rules based on internationally accepted accounting standards for the public sector. The accounts of the Commission and the EU are audited by the European Court of Auditors;
• the area of the development and operations of accounting and financial information technology systems.

This call for tenders is divided into 2 lots:

• Lot 1 covers financial accounting support to the Contracting Authorities, in two parts:
  • Consulting services on general accounting;
  • Consulting services on financial instruments.
• Lot 2 covers the delivery of services in the areas of the development and operations of financial and/or accounting information technology systems to the Contracting Authorities in various IT technologies, with SAP® as a focal point.

A Tenderer may submit an offer for one or all lots. It is not mandatory to submit a tender for all lots. Each lot will be assessed independently. Tenders which cover only part of one lot or are declared as being conditional on the award of any other lots are not permitted.
