    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Request for Expressions of Interest

    The Republic of South Sudan has received financing from the African Development Bank towards the cost of the Juba Power Distribution System Rehabilitation and Expansion Project, and intends to apply part of the agreed amount of this loan to payments under the contract for Consulting Services for Feasibility Studies of the proposed 400 kV Juba – Nimule Transmission Line Project.

    The services included under this feasibility studies comprise:

    a)  Technical and economic viability of the proposed 400 kV Juba – Nimule transmission line (approximately 170 km long) and associated substations;

    b)  Assessment of appropriate electrification options for communities living within the neighborhood of the transmission line infrastructure;

    c)  Environmental & Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP);

    d)  Preparation of conceptual designs, technical specifications and draft bidding documents.

    The South Sudan Electricity Corporation (SSEC) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification. The Nile Equatorial Lakes Subsidiary Action Program Coordination Unit (NELSAP-CU) will support SSEC in the procurement of the consulting services as well as contract management of the assignment.

    Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
