Provision of Training Activities and Update of Training Materials on Green Public Procurement (GPP)

The European Commission, Directorate General Environment, referred to below as the contracting authority, is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. Background and objectives

Europe’s public authorities are major consumers. By using their purchasing power to choose environmentally friendly goods, services and works, they can make an important contribution to sustainable consumption and production – this is known as green public procurement (GPP).

As set out in the Communication “Public Procurement for a Better Environment” (2008), the European Commission encourages public authorities to include environmental requirements in their purchasing decisions.

To tap into the full potential of green public procurement, the Commission proposed, as part of the 2020 circular economy action plan, to define minimum mandatory requirements in sectoral legislation and phase-in mandatory reporting to monitor the uptake of green public procurement. Furthermore, the Commission envisaged to continue to support capacity building with guidance, training and dissemination of good practices.

In a number of studies, the lack of information and training have been identified as major obstacles for an increased uptake of GPP.
