The United Nations Educational, Science and Cultural Organization (UNESCO) hereby invites qualified entities to submit their expression of interest for a planned solicitation process as follows:
Objectives and Scope
The United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified companies to submit sealed tenders as follows:
In 2014, UNESCO organized an international competition for the Design of a Cultural Centre in Bamiyan with the support of the Ministry of Culture of Afghanistan and the Government of Korea.
The site reserved by the Ministry of Culture and Information for the construction of the Centre consists of 5 hectares of ground located on Chawni Hill, near the Police Station. The slope of the site faces the cliff of the Buddhas to the North-west.
The program for the Centre comprises Exhibition Halls, an Auditorium, a Tea-room and Shop open to the public, a series of Workshops and Classrooms destined for community use and an Administrative Section.
The winning design organized this Program into 3 separate buildings;; one for public events (Exhibition Halls and Auditorium), one for community use (Workshops and Classrooms) and one for administration (Offices and Meeting Room).
Due to budget constraints, the project has been divided into two phases.
An ITB for the First Phase of this project was advertised in June 2016 and the construction work is now on-going in Bamiyan.
The Second Phase is the object of the present Request for Expression of Interest. It consists of four Lots of construction and landscaping works that are described below (Please also refer to the drawings that have been included for a fuller understanding of the project):
Lot #3: Workshops Building destined for community use. This is a nine-meter-high, one-story building with a footprint of approximately 830 square meters and two smaller ancillary buildings (public entrance, guardroom and mechanical rooms). The architecture is singular, with stone ashlar masonry, inclined ceiling slabs in the workshops and a system of skylights to illuminate the workshops. The structure is a reinforced concrete slab and column structure;; the masonry consists of ashlars obtained from a Tawa stone quarry in the Yakawlang District of Bamiyan Province.
The heating of the building is obtained through a radiant floor system.
Lot #3 is firm and is financed by the Government of the Republic of Korea.
Lot #4: Lower Garden. Measuring approximately 22,000 m2 the lower garden occupies an excavated platform to the north of the BCC buildings and offers an entrance to the center to pedestrian visitors coming from the lower part of the city.
The program for this park consists of pavements;; hydraulic works;; an area for erecting temporary seasonal market stands;; a small garden for aromatic plants;; the stabilization of a cut in the terrain by means of gabion walls, landfilling and planting; a rammed earth boundary wall, the stabilization of the slope of Chawni Hill by means of vegetation;; the planting of trees and shrubbery and the installation of exterior furniture such as benches and curbs.
Lot #4 is firm and is financed by the Ministry of Urban Development and Housing of Afghanistan.
Lot #5: Administration Building. This building, the smallest of the three comprising the BCC, is destined to house some needed office space for the Centre,
and an office for the Bamiyan Department of the Ministry of Culture and Information.
This is also a one-story building with a footprint of approximately 410 square meters. It is connected to the Workshops Building. The characteristic of this building is that it is totally sunken in the ground, and opens onto a sunken patio. As previously, the structure consists of a reinforced concrete slab and column system, and the masonry of Tawa stone ashlar. As for the workshops building, the heating of the building is obtained through a radiant floor system.
Lot #5 is conditional upon UNESCO receiving funding.
Lot #6: Upper Garden/Peace Park. Measuring approximately 26,000 m2 the upper garden occupies the natural platform existing at the top of Chawni Hill. The main entrance to the BCC facility for vehicles and visitors coming from the upper, newer part of the city is situated in this upper park. The program consists of pavements; picnic areas for families, an exterior auditorium for large outdoor events; a solar farm producing enough electricity to illuminate the grounds of the Cultural Center; the stabilization of Chawni Hill by means of vegetation;; the planting of trees and shrubbery and the installation of exterior furniture such as benches and curbs. A small area will be reserved in which, in the future, UNESCO will set up a monument or outdoor sculpture or installation on the theme of Peace.
Lot #6 is conditional upon UNESCO receiving funding.
Expected Procurement Components
The expected procurement components are the phased construction of a program consisting of 1,500m2 of stone masonry buildings and 50,000m2 of gardens and parks fitted with illumination and irrigation systems and including small support buildings.
